2022-2025 MOU City of Santa Ana & SEIU Full-Time Employees Unit Page 74 <br />ARTICLE XVII <br />17.0 UNION RIGHTS <br />17.1 Union Representatives <br />A. The Union shall have the right to appoint/elect a reasonable number of employee <br />representatives who are recognized by the City as union officers, work site leaders, <br />or stewards. <br />Such reasonable number of work site leaders and stewards recognized by the City <br />shall be limited to eighteen (18) employees. <br />B. The Executive Director of Human Resources or designee shall be provided with a <br />list of the names and classification titles of the Union’s officers, work site leaders, <br />stewards, and other union representatives. The Union agrees to inform the City in <br />writing of any changes in said list within ten (10) calendar days of date of change. <br />17.2 Release Time <br />A. Grievances <br />During the term of this MOU, the City agrees to grant a reasonable amount of City <br />time, without loss of pay or benefits, to enable the union officers, worksite leaders, <br />and stewards to assist other bargaining unit employees in processing grievances <br />under Article XVI. <br />Union officers, worksite leaders, and stewards shall make advance arrangement <br />with their supervisors prior to absenting themselves for such purpose. <br />The union officers, worksite leaders, and stewards shall be required by the City to <br />record and report to their supervisors the work time spent in assisting other <br />bargaining unit employees pursuant to this provision of the MOU. <br />Any unauthorized or unapproved time used by a union officer, worksite leader, or <br />steward to investigate, discuss, process or meet in conjunction with pursuing a <br />grievance or complaint shall be charged to that employee’s vacation or comp time <br />leave bank. <br />The Union shall limit the number of union officers, worksite leaders, or stewards <br />who participate in the investigation or appear at hearings on City time to one (1) <br />representative and one (1) Chapter Board member.
