2022-2025 MOU City of Santa Ana & SEIU Full-Time Employees Unit Page 89 <br />ARTICLE XXI <br />21.0 MISCELLANEOUS PROVISIONS <br />21.1 Joint Labor Management Teams <br />The City and the Union agree to form Joint Labor Management teams for the purpose of <br />exploring issues of mutual concern, including discussions on job family/career ladders. <br />Each team shall be comprised of an equal number of labor and management employees <br />and shall be chaired by the Employee Relations Manager. In no case shall the activity of a <br />team create a delay or hindrance to the ongoing operation of the City. The City and the <br />Union shall hold a meeting upon the City’s or the Union’s written request to meet. <br />21.2 Performance Appraisals <br />Non-probationary performance appraisals not completed within six (6) months of the due <br />date shall be stayed and the employee shall next become subject to evaluation upon the end <br />of the evaluation period next following. Provided that merit advance performance <br />appraisals shall be completed in accordance with Section 4.8 – Advancement Within <br />Ranges. <br />21.3 Driving City Vehicles <br />A. Driver’s Alert Decal-Based Monitoring Program <br />By identifying high-risk driving behavior and drivers who engage in unsafe driving <br />acts, the purpose of this program is to intervene quickly to correct and control these <br />risk factors and high-risk activities. <br />Driver’s Alert SMART RISKTM identifies the specific drivers who are at high risk <br />to cause an at-fault crash, so it can be prevented. Reporting is done via 1 (800) <br />number and an identification number on “How Am I Driving?” decals affixed to <br />City vehicles. Reports will be transmitted to the impacted manager and can include <br />complaints or compliments regarding a driver’s activity. <br />There is currently no discipline or reward policy in place that would impact <br />employees being reported by this program. <br />B. Automatic Vehicle Location (AVL) System <br />The automatic vehicle location (AVL) system is a means for automatically <br />determining the geographic location of a vehicle and transmitting information to a <br />requestor. <br />Reporting information from AVL will include route, vehicle operations, destination <br />and idle times.
