Finance and Management Services <br />www.santa-ana.org/finance <br />Item # 45 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />June 6, 2023 <br />TOPIC: Designate Authorized Agents on California Office of Emergency Services Form <br />130 <br />AGENDA TITLE <br />Designate Authorized Agents on California Office of Emergency Services (Cal OES) <br />Form 130 Related to Federal Emergency Management Agency Reimbursement <br />Request for COVID-19 Expenditures <br />RECOMMENDED ACTION <br />Adopt a resolution designating the City Manager, Executive Director of Finance, and <br />Assistant Director of Finance as authorized agents to execute for and on behalf of the <br />City of Santa Ana (the City) with the purpose of obtaining federal financial assistance. <br />DISCUSSION <br />In November 2022, the Finance and Management Services Agency submitted a project <br />application requesting reimbursement for eligible COVID-19 expenditures that the City <br />had incurred in an effort to combat the virus. This request was submitted to the Federal <br />Emergency Management Agency (FEMA). However, Cal OES is handling and <br />processing project applications submitted by all California-based applicants. In relation <br />to the reimbursement request, Cal EOS is requesting that the City designate authorized <br />agents to execute for and on behalf of the City of Santa Ana for the purpose of obtaining <br />federal financial assistance. Furthermore, Cal OES requires the City to follow their <br />resolution format by using Cal OES Form 130. The resolution, once approved, will last <br />for three years and designates the City Manager, Executive Director of Finance, and <br />Assistant Director of Finance as authorized agents for the City. <br />FISCAL IMPACT <br />There is no fiscal impact associated with this action. <br />EXHIBIT(S) <br />1.
