Police Department <br />www.santa-ana.org/police <br />Item # 13 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />May 16, 2023 <br />TOPIC: Body Armor Protective Vests for the Santa Ana Police Department <br />AGENDA TITLE <br />Award a Purchase Order to Galls, LLC for Body Armor Protective Vests for the Santa <br />Ana Police Department in the Amount of $135,474 (Specification No. 23-086) (Non- <br />General Fund) <br />RECOMMENDED ACTION <br />Authorize a one-time award and payment to Galls, LLC for the procurement of 35 body <br />armor protective vests in the amount of $135,474, subject to non-substantive changes <br />approved by the City Manager and City Attorney. <br />DISCUSSION <br />The Santa Ana Police Department strives to provide effective police services with <br />integrity, respect, and compassion while fostering strong partnerships with the <br />community it serves. The Police Department provides its personnel with the necessary <br />equipment to protect officers and community members while responding to calls for <br />service. This equipment includes protective vests that protect officers in high-risk <br />situations. This purchase will replace thirty-five tactical protective vests that have <br />reached the end of their useful life. These vests are worn by Santa Ana SWAT officers, <br />and provide neck, upper arm, groin, and throat protection to better protect officers in the <br />line of duty. It is industry standard for all ballistic vest manufacturers to warranty their <br />products for five years, and recommend replacement after the warranty expires; <br />therefore, replacement vests will not be required for another five years. The purchase of <br />thirty-five tactical protective vests is above the City Manager’s signing authority limit; <br />and therefore, requires City Council approval. <br />Santa Ana Ordinance No. NS-2312 authorizes the City to purchase against contracts <br />awarded by any public agency employing a competitive bid process. Sourcewell, a <br />cooperative government purchasing agency, awarded a contract to Galls, LLC (Contract <br />No. 011221-GAL) for procurement of body armor, as a result of open, competitive <br />bidding on behalf of its members, which includes government agencies.
