Public Works Agency <br />www.santa-ana.org/public-works <br />Item # 26 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />May 16, 2023 <br />TOPIC: Appropriation Adjustment for State Revolving Fund Loan <br />AGENDA TITLE <br />Approve Appropriation Adjustment Accepting Drinking Water State Revolving Fund <br />Loan Funds for the Automated Metering Infrastructure Project in the Amount of <br />$10,117,365 (Non -General Fund) <br />RECOMMENDED ACTION <br />Approve an appropriation adjustment accepting California State Water Resources <br />Control Board's Drinking Water State Revolving Fund loan funds in the amount of <br />$10,117,365 into the Acquisition & Construction, Water Utility Water Division Capital <br />Expense, Financing Proceed s/Rese rve Appropriation revenue accounts and appropriate <br />the same amount to the Acquisition & Construction, Water Utility Capital Projects, Water <br />Capital Project/Reserve Appropriation expenditure accounts for current and future year <br />expenditures. (Requires five affirmative votes) <br />DISCUSSION <br />The Public Works Agency's Water Resources Division oversees and maintains the daily <br />operations of the City's water and sanitary sewer systems. The water system is <br />composed of approximately 480 miles of water main, 21 groundwater wells, seven <br />pump stations, 10 reservoirs with a storage capacity of 49 million gallons, four pressure <br />regulating stations, and seven connection points to the Metropolitan Water District. The <br />system has an average daily demand of 30 million gallons from its roughly 45,150 <br />metered service connections. <br />On February 7, 2023, the City Council approved a Construction Installment Sale <br />Agreement (Exhibit 1) with the California State Water Resources Control Board through <br />their Drinking Water State Revolving Fund (SRF) loan program to help fund the City's <br />Automated Metering Infrastructure (AMI) Project. Approval of the appropriation <br />adjustment accepts the SRF loan funds into the Acquisition & Construction, Water Utility <br />Water Division Capital Expense, Financing Proceeds/Reserve Appropriation revenue <br />accounts and appropriates the funds to the Acquisition & Construction, Water Utility <br />Capital Projects, Water Capital Project/Reserve Appropriation expenditure accounts. <br />
