Public Works Agency www.santa-ana.org/public-works Item # 26 City of Santa Ana 20 Civic Center Plaza, Santa Ana, CA 92701 Staff Report May 16, 2023 TOPIC: Appropriation Adjustment for State Revolving Fund Loan AGENDA TITLE Approve Appropriation Adjustment Accepting Drinking Water State Revolving Fund Loan Funds for the Automated Metering Infrastructure Project in the Amount of $10,117,365 (Non -General Fund) RECOMMENDED ACTION Approve an appropriation adjustment accepting California State Water Resources Control Board's Drinking Water State Revolving Fund loan funds in the amount of $10,117,365 into the Acquisition & Construction, Water Utility Water Division Capital Expense, Financing Proceed s/Rese rve Appropriation revenue accounts and appropriate the same amount to the Acquisition & Construction, Water Utility Capital Projects, Water Capital Project/Reserve Appropriation expenditure accounts for current and future year expenditures. (Requires five affirmative votes) DISCUSSION The Public Works Agency's Water Resources Division oversees and maintains the daily operations of the City's water and sanitary sewer systems. The water system is composed of approximately 480 miles of water main, 21 groundwater wells, seven pump stations, 10 reservoirs with a storage capacity of 49 million gallons, four pressure regulating stations, and seven connection points to the Metropolitan Water District. The system has an average daily demand of 30 million gallons from its roughly 45,150 metered service connections. On February 7, 2023, the City Council approved a Construction Installment Sale Agreement (Exhibit 1) with the California State Water Resources Control Board through their Drinking Water State Revolving Fund (SRF) loan program to help fund the City's Automated Metering Infrastructure (AMI) Project. Approval of the appropriation adjustment accepts the SRF loan funds into the Acquisition & Construction, Water Utility Water Division Capital Expense, Financing Proceeds/Reserve Appropriation revenue accounts and appropriates the funds to the Acquisition & Construction, Water Utility Capital Projects, Water Capital Project/Reserve Appropriation expenditure accounts.
