On -Call Engineering Services RFP No. 23-030
f
We Know What It Means to be "On -Call"
Kimley-Horn understands what it means to provide services on an as -needed basis for a local
government. Our professionals specifically understand the complexities of on -call assignments and know
how to develop solutions unique to each community we serve. Since our founding, on -call clients have
been a top priority, and our goal is to serve as an extension of the City's staff. The map below illustrates
a number of our current on -call contracts throughout Southern California, proving that we have the
comprehensive on -call experience needed to successfully work with you on this important on -call
contract.
Southern California On -Call Contracts
Caltrans (includes District 6 ■ District 7
• District 8 • District 11 ■ District 12) • City of 0
Agoura Hills ■ City of Anaheim • City of Artesia KERN
• City of Burbank • City of Calexico • City of SAN BERNARDINO
Carlsbad • City of Chino ■ City of Chino Hills
• City of Chula Vista • City of Colton • City of — —
Campton • City of Culver City • City of Diamond e •
. . ■ VENTURA `•, LOS ANGELES
Bar City of Downey City of El Centro City of ■
Fontana ■ City of Fullerton • City of Glendale • •
' City of Huntington Beach City of Imperial Beach-- • • ■
• City of Indian Wells • City of Industry • City L • ' ■ ■ RIVERSIDE
of Irvine • City of La Mesa • City of Lancaster `.•
■ City of Los Angeles • City of Malibu • City of ■ City On -Calls
■
Menifee •City of Moreno Valley •City of National ORANGE
 Agency On -Call
City • City of Newport Beach • City of Palmdale •• SAN DIEGD IMPERIAL
• City of Palm Springs • City of Pasadena • 0 Caltrans aistrid On -Call $ ■ •
City of Pico Rivera • City of Pomona • City of • --- -• _-_------
Poway • City of Rancho Cucamonga ■ City of - ----
Riverside • City of San Clemente • City of San
Marcos • City of Santa Ana • City of Santa Clarita • City of Santa Monica • City of Simi Valley • City of Thousand Oaks • City of Vista • City of West Hollywood
• County of Imperial ■ County of Kern ■ County of Los Angeles • City of Orange • County of Riverside • County of Sari Diego • County of Ventura • Las Angeles
County Metropolitan Transportation Authority • Metropolitan Transportation System (M75) ■ North County Transit District (NCTD) • Orange County Transportation
Authority (OCTA) • San Diego Association of Governments (SANDAG) • San Diego Unified Part District • Western Riverside Council of Governments (WRCOG)
Project Team and Experience
When you select a consultant, you are really choosing the people who will provide the right combination
of relevant experience, technical competence, local knowledge, passion, and superior skill in successful
project delivery with an eye for quality and detail with whom you will enjoy working. To provide the level
of support the City requires, we have assembled a team that has the depth of experience and expertise
needed to complete task orders on -time and within budget. Othman Elmezain, P.E. will serve as the
project manager and will be the City's primary point of contact. Othman will be supported by contract
manager/principal-in-charge Darren Adrian, P.E. (who will be in charge should Othman be unavailable);
QC/QA managers Frank Hoffmann, P.E., Jean Fares, P.E., and Kevin Thomas, CEP, ENV SP; and a
core team of experienced engineers and planners with recent, relevant experience who are ready to
support the City when called upon. The organizational chart on the following page identifies the key
personnel and support staff to be assigned to the contract and its subsequent task orders.
Kimley>Morn GMOC77011.2023
