(D City of Santa Ana <br />On -Call Engineering Services (RFP No. 23-030) <br />Understanding of Need <br />Approach <br />When upgrades or improvements are needed, the City of Santa Ana relies on its Public Works <br />Agency to resolve any deficiencies. CWE believes in a strong communications approach to <br />project management when called upon to assist with these tasks. Our projects and/or task <br />orders are typically set up with a kickoff meeting with all City staff having input to the project. <br />This meeting is followed with weekly progress conference calls with the City project manager. <br />Due to the nature of the project/task order, our understanding and methodology for each of the <br />areas of service listed in the Request for Proposals will vary; we present our typical approach to <br />each of these areas in the Scope of Services section below. Our project team has the flexibility <br />to adjust, as the need arises, to all projects or task. We understand that each task order <br />presents its own specific needs and coordination, and we will work with the City to understand <br />all components of the task to present viable solutions. <br />For a list of tasks necessary for successful completion, deliverables, and assumptions/ <br />exclusions, please refer to the "Scope of Services" section starting on page 12. <br />Relevant Projects <br />City of Santa Ana On -Call Stormwater Project Design Services, <br />January 2021 - Ongoing <br />CWE is providing a series of on -call tasks over a three-year contract for the <br />City of Santa Ana. Task orders include preliminary and conceptual design <br />services for regional stormwater capture and treatment projects, such as <br />LHe Sama Ana Zoo OLor aLer CapLure and Diversion ConcepL Design, Storm <br />Drain Outfall Gate Design, and King Street Urban Greening contracts; and WQMPs for the <br />Santa Anita Park and Santa Clara Bike and Pedestrian Improvements contracts. <br />Additionally, in providing grant application assistance, such as on the Urban Greening Grant <br />Application Support, Clean California Local Grant Program (CCLGP) Application Support, and <br />Proposition 68 FMPRA Grant Application contracts, CWE has helped the City obtain <br />approximately $10 million of competitive statewide grant funding for stormwater projects, <br />with another $3.5 million likely to be awarded in 2023. REFERENCE.- Craig Foster, NPDES <br />Manager, cfoster@santa-ana.org <br />City of San Fernando Regional Park Infiltration Design and Construction <br />Management, April 2018 - June 2021 <br />CWE provided design services for the City of San Fernando Regional Park to <br />. nstall an underground manufactured infiltration system underneath the <br />existing park and replace the baseball field and irrigation system. Six <br />different alternatives were developed and evaluated to maximize benefits while <br />reducing capital cost and ongoing life cycle cost, and CWE recommended upsizing the system <br />and doubling the capture area (originally 400 acres) to maximize water quality benefits while <br />remaining compliant with grant terms. The infiltration system serves a drainage area greater <br />than 950 acres and recharge groundwater sources with 446 acre-feet of runoff annually, and the <br />system has a single storm capture capacity greater than 24 acre-feet.
