0 Streets — Street Improvements include projects designed to improve pavement conditions,
<br />sidewalks, and alleys.
<br />• Traffic — Traffic Improvements are designed to evaluate and decrease traffic collisions and
<br />congestion, identify and map safe routes to schools, and provide walkable and bikeable
<br />streets.
<br />• Utility/Drainage/Lighting — Utility, drainage and lighting improvements ensure projects
<br />support the continued delivery of water and sanitary sewer services to the City's customers,
<br />addresses the aging storm drain system, and reduces stormwater runoff.
<br />• City & Park Facilities — The City is responsible for identifying deferred maintenance and
<br />capital projects to support City facilities such as City Hall, Ross Annex, forty-seven parks, six
<br />joint -use facility sites, thirteen community centers, two tennis centers, five municipal swimming
<br />pools, bicycle & recreational trails, and the Santa Ana Zoo.
<br />Based on a review of the City's CIP, the majority of the funding over the next seven years is allocated
<br />within the streets and utility/drainage/lighting categories within the following three improvement plans:
<br />• Road Maintenance & Rehab Capital Improvement Plan (FY24-FY29) - $42,000,000
<br />• Sewer Enterprise Capital Improvement Plan (FY24-FY30) - $39,367,965
<br />• Water Enterprise Capital Improvement Plan (FY24-FY30) - $31,933,125
<br />As a full -service engineering firm, Kleinfelder has the in-house expertise to address each of the City's
<br />scope of services. We have supplemented our team with subconsultant firms providing a cohesive
<br />team offering continuity between contracts which will bring value to the City's projects. Kleinfelder has
<br />assembled an exceptional team to support the City within the four CIP project categories and the
<br />three priority and highly funded improvement plans. Kleinfelder will provide well -executed, high -quality
<br />task orders in an efficient and cost-effective manner. Kleinfelder will be an advocate for City Project
<br />Managers and a steward of the City's budget, ensuring judicious use of City funds and managing and
<br />minimizing the risk factors leading to escalated project costs and delays.
<br />The Kleinfelder team will provide:
<br />A responsive, experienced, and proven Project Manager, Dany Hanna, PE, who has a successful
<br />history of working on complex and challenging projects.
<br />A proven, comprehensive team of technical experts to service afl aspects of the contract including
<br />water, sewer, storm drain, structural, transportation, streets/pavement and green infrastructure
<br />improvement projects similar to those within the CIP.
<br />A southern California -based team with vast local resources available and able to respond at a moment's
<br />notice with an experienced approach.
<br />Assigned Task Order Managers with the availability and expertise appropriate to the designated scope
<br />of work.
<br />Intimate knowledge of California regulations related to water, sewer, and recycled water pipeline
<br />installation. Our staff is experienced with coordinating with the California Department of Public Health
<br />(CDPH) for approval of water, wastewater, and recycled water pipelines and related facilities.
<br />The ability to coordination multiple regulatory agencies on a single project for example Kleinfelder
<br />provided California Division of Drinking Water (DDW), California Department of Transportation (Caltrans),
<br />and CDPH coordination and approval to support the City of San Diego Cast Iron Replacement Program
<br />(see project description section for details).
<br />Extensive experience with stormwater design and navigating the requirements of the National Pollutant
<br />Discharge Elimination System (NPDES) and the Municipal Separate Storm Sewer System (MS4) permit.
<br />The ability to manage and coordinate muld-discipline projects for example Lakeside Equestrian Center
<br />(see project description section for details) in which Kleinfelder as a prime either designed in-house or
