So has more than 9 years of experience managing the <br />preparation of CEQA documentation for municipalities and private <br />clients throughout California. She is proficient in interpreting and <br />applying CEQA and other State regulations and has actively overseen <br />the compilation and completion of EIRs, Addenda, IS/MNDs, and <br />MMRPs for mixed -use, residential, commercial, retail, transportation, <br />industrial, and institutional projects. Ms. So specializes in transportation <br />analysis and has performed traffic studies for various types of <br />planned development projects, including residential, commercial, and <br />warehousing uses. She is familiar with the analysis techniques of the <br />Highway Capacity Manual 2010 and Intersection Capacity Utilization <br />and is knowledgeable in using Synchro, Vistro, and HCS 2010. <br />Hampton Hotel IS/MND and Technical Studies I Santa Ana, CA <br />Project Manager. Ms. So managed the preparation an IS/MNID and <br />technical studies for a proposed hotel project. The project proposed <br />to demolish an existing facilities, preserve an existing 2-story historical <br />building for conversion to a restaurant, relocate a I -story historical <br />building, and construct a 135-room hotel with associated amenities. <br />The IS/MND included mitigation measures to protect the integrity <br />of the on -site historic resources and ensure that their relocation and <br />adaptive reuse meets the Secretary of the Interior's Standards for the <br />Treatment of Historic Properties. Ms. So worked closely with the City in <br />the preparation of the IS/MNID and technical analyses used to evaluate <br />the project's impacts, ultimately resulting in the project's approval by the <br />City Council in February 2018. <br />Trails at Santiago Creek Specific Plan EIR I City of Orange, CA <br />Project Manager. Ms. So managed the preparation of a new project - <br />level EIR and the update of Air Quality/GHG Emissions, Biological <br />Resources, Cultural Resources, and Noise Studies. The project proposes <br />to develop up to 129 single-family detached dwellings on approximately <br />40 acres of a 109-acre project site. The majority of the project site <br />is intended for the enhancement and preservation of the natural <br />greenway/open space and the Santiago Creek environs (40 acres), <br />and the re-establishment of open grasslands in areas that have been <br />denuded by previous commercial operations and open space/managed <br />vegetation. Recreational trails will provide public access to the enhanced <br />revegetated interior of the site and will connect to the regional trails <br />network.
