For additional information on the end of this waiver, please see TEN 07-21. <br /> <br />Comment #77 – Are Community Colleges, UCs and CSUs required to submit data on all of the <br />data points referenced in the CA ETP Assurance Form? There should be a mechanism to obtain <br />entered employment from students attending public schools. <br />Resolution – Yes, per TEGL 3-18 all providers must submit data for the ETP Report. The CA ETP <br />Assurances Form (Attachment 4) notes the data elements required for providers. <br /> <br />Comment #78 – Will the state be working directly with providers to upload data to CalJOBS or <br />will the State be contacting the Local Boards to complete these tasks? <br />Resolution – Ultimately, the Local Boards are responsible for reviewing providers and <br />programs for initial and continued eligibility, which includes performance data. Guidance will <br />be provided on how to upload or enter performance data into CalJOBS. <br /> <br />Comment #79 – The Directive references the ETP site is scheduled to launch in PY 2020; when <br />will this be a requirement for providers to submit data to the system? What do we do in the <br />interim? <br />Resolution – Per TEN 7-21, the ETP All Students Waiver expired on June 30, 2021, so <br />performance data is required to be submitted by providers beginning in PY 21. <br /> <br />Comment #80 – ETP Reports will be published in October, what is the reporting period for that <br />report? Are performance reports requested annually by calendar year or program year? <br />Resolution – The ETP Report is reported by PY (July 1 to June 30). For PY 2020, the report due <br />in October 2021 reflects data from July 1, 2020 to June 30, 2021. <br /> <br />Comment #81 – It looks like the state is aligning the provider program performance measures <br />with WIOA indicators of performance. Does this mean the state will measure this data <br />themselves just as they do with WIOA indicators of performance? <br />Resolution – Providers will submit all student data to the state through the CalJOBS system, <br />which is then uploaded into the Eligible Training Provider Performance Report (ETP Report). <br />The CA ETP Assurances Form (Attachment 4) details what data the providers are responsible <br />for submitting. WIOA student data will be calculated automatically via the case management <br />data in the CalJOBS system. <br /> <br />Comment #82 – Will training providers be required to enter performance data for individual <br />participants or will it still be totals per program? Will the data be required for both WIOA and <br />non-WIOA students? <br />Resolution – Training providers must enter aggregate data into CalJOBS for all students in the <br />programs. WIOA student performance data will be calculated via the case management data <br />entered by the case manager. <br /> <br />Comment #83 – Will there be a CalJOBS report for performance data? <br />EXHIBIT 2
