Public Works Agency <br />www.santa-ana.org/public-works <br />Item # 12 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />May 2, 2023 <br />TOPIC: Universally Accessible Playground at Thornton Park <br />AGENDA TITLE <br />Award a Purchase Order to Landscape Structures, Inc. to Provide and Install a <br />Universally Accessible Playground at Thornton Park in the Amount of $2,042,277 <br />(Specification No. 23-059) (Project No. 23-2602) (General and Non-General Fund) <br />RECOMMENDED ACTION <br />Authorize a one-time purchase and payment to Landscape Structures, Inc. to furnish <br />and install a universally accessible playground at Thornton Park in the amount of <br />$2,042,277, plus a contingency of $306,342, for a total amount not to exceed <br />$2,348,619, subject to non-substantive changes approved by the City Manager and City <br />Attorney. <br />DISCUSSION <br />On May 3, 2022, the City Council adopted a resolution approving the acceptance of <br />grant funds from the State of California Natural Resources Agency in the amount of <br />$4,000,000 for the Zoo Educational Hub ($2,000,000) and installation of a universally <br />accessible playground at Thornton Park ($2,000,000). On September 6, 2022, the City <br />Council approved an appropriation adjustment to recognize the grant funding. <br />The City’s first universally accessible playground installation at the George Upton All <br />Access Park (one acre-site) located within Thornton Park will include equipment <br />specially designed to enable children of all abilities to play alongside each other (Exhibit <br />1). All children, regardless of physical limitation, should be able to enjoy the fun that <br />comes along with playing on a playground. The universal playground will feature <br />multigenerational play components to support playground usage by those with <br />disabilities as well as their parents and caregivers, adaptive swings, and wheelchair- <br />accessible elements. This playground will replace the 30-year-old playground with aging <br />equipment. <br />Santa Ana Ordinance No. NS-2312 authorizes the City to purchase against contracts <br />from any public agency utilizing a competitive bid process. Sourcewell (formerly <br />National Joint Powers Alliance) is a public agency that serves as a national municipal <br />contracting agency to provide competitive procurement services to participating <br />agencies.
