Police Department <br />www.santa-ana.org/police <br />Item # {{item. number}} <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />May 2, 2023 <br />TOPIC: FY 2023 Urban Areas Security Initiative (UASI) Funding Program <br />AGENDA TITLE <br />Adopt a Resolution for Fiscal Year 2023 Homeland Security Grant Program Funding in <br />the Amount of $5,113,750 <br />RECOMMENDED ACTION <br />Adopt a resolution authorizing the City Manager and/or the Chief of Police or their <br />designee(s), to apply for the FY 2023 Urban Area Security Initiative grant and upon <br />award, enter into an agreement with the State of California, California Governor’s Office <br />of Emergency Services for the period September 1, 2023 through August 31, 2026, in <br />the amount of $5,113,750, of which $835,000 is obligated to the Orange County <br />Intelligence Assessment Center. <br />DISCUSSION <br />This program is approved by Congress through the Consolidated Appropriations Act of <br />2023, and implemented by the U.S. Department of Homeland Security (DHS) through <br />the Federal Emergency Management Agency (FEMA), to assist high-density urban <br />areas to strengthen the nation’s communities against potential terrorist attacks and <br />other hazards. The Urban Area Security Initiative (UASI) program provides funds to <br />local emergency first responders to enhance security and overall preparedness to <br />prevent, respond to, and recover from acts of terrorism. The grant specifically provides <br />funding for training, planning, equipment, exercises, and technical assistance. <br />In 2006, DHS established a combined UASI in the Orange County Urban Area called <br />the Anaheim/Santa Ana Urban Area (ASAUA) UASI. Since 2007, the City of Santa Ana <br />has been designated the Urban Area Core City and leads the grant responsibility on <br />odd year grant cycles for the entire urban area/county. The Santa Ana Police <br />Department administers the grant within the operational area, and works with the <br />County of Orange and other cities within the Urban Area, to determine current <br />capabilities and needs, and work on established goals and objectives. The City of Santa <br />Ana works in collaboration with the Urban Area to develop projects and implements <br />complimentary strategies to respond to acts of terrorism.
