Introduction <br />The 2023-24 Action Plan is the City of Santa Ana’s Annual Plan for the investment of annual allocations <br />of Community Development Block Grant (CDBG), Home Investment Partnerships (HOME) and <br />Emergency Solutions Grant (ESG) funds from the U.S. Department of Housing and Urban Development <br />(HUD). The Fiscal Year 2023-24 Action Plan (Action Plan) represents the third year of the City of Santa <br />Ana Consolidated Plan (Con Plan) for the Fiscal Years 2020-2024 (Con Plan) as ratified by the City Council <br />and approved by the U.S. Department of Housing and Urban Development (HUD). These grant programs <br />are consistent with HUD’s national strategy to provide decent housing opportunities, a suitable living <br />environment and economic opportunities—particularly for low- and moderate-income people. <br />In consideration of finite grant resources, the goals and projects within this Action Plan outline the areas <br />and population segments with the greatest level of need for a particular program or activity and intends <br />to invest grant resources in high leverage opportunities where data suggests that the City will be able to <br />maximize the impact of every dollar. The Action Plan utilizes the priority needs identified in the 2020 – <br />2024 Consolidated Plan process, which identified the City’s priority needs, including the rationale for <br />establishing allocation priorities and specific measurable goals to be addressed during the five-year <br />period. <br />HUD has not yet announced the FY2023 allocations and the budgets listed in this Annual Action Plan are <br />estimates based on the FY2022 allocation. The City of Santa Ana will proportionally adjust each project <br />allocation in accordance with the final allocation announcements from HUD. <br />2. Summarize the objectives and outcomes identified in the Plan <br />This could be a restatement of items or a table listed elsewhere in the plan or a reference to <br />another location. It may also contain any essential items from the housing and homeless needs <br />assessment, the housing market analysis or the strategic plan. <br />HUD’s Community Planning and Development (CPD) Outcome Performance Measurement Framework <br />classifies objectives in three categories: decent housing, a suitable living environment, and economic <br />opportunity. In Santa Ana’s 2020-2024 Consolidated Plan, the City identified six high priority needs to be <br />addressed through the implementation of activities aligned with seven Strategic Plan goals. <br />The priority needs for Santa Ana include: <br />EXHIBIT 1
