Orange RPU 2023 Biennial Modification to PY 2021-24 Regional Plan <br /> <br />16 <br /> <br /> <br />The employer need <br />in the Orange <br />County region is <br />based on job <br />postings, <br />employment data <br />analysis, and <br />educational <br />programs’ completions. Per the two-digit Standard Occupational Classification (SOC) <br />code group, twenty-four occupations and 638 programs in the region of study may train <br />for these occupations. Of these programs, there were 84,384,331 program participant <br />completions in 2021 and 233,945 job openings. The job openings are up from the 2019 <br />number of 196,852. <br /> <br />Identified in the table below are the occupations with the highest projected skills gap for <br />Orange County between 2022 and 2027. This analysis indicates a continued need to <br />identify strategies to fulfill training requirements in various high-gap occupational areas. <br />The research includes data based on the following: <br /> <br />• Occupations where the 2022 median hourly wage exceeds $16.00 an hour. <br />• Openings greater than 10 (openings represent replacement jobs and BLS growth <br />estimates). <br />• Entry-level education greater than a postsecondary nondegree award less than a <br />bachelor’s degree. <br />• Top 20 occupations with skills gaps (skills gap is the difference between the projected <br />openings and completions). <br />• The openings figure estimates the change in growth and replacement jobs (i.e., growth <br />+ replacements = openings). Growth captures the change in the total number of <br />workers employed in an occupation. At the same time, replacement jobs are estimates <br />of workers permanently leaving a career and needing to be replaced by new hires. A <br />combination of both numbers indicates total openings. <br /> <br /> <br />EXHIBIT 1
