To validate the reasonableness of the Fee Study, 100% of the available <br />work hours for all City employees must be accounted for, even if it’s not public serving. In other <br />words, one staff member cannot state they overworked on fee services beyond 100% of their <br />hours, and another staff member cannot account for 100% of their time. Their times were <br />distributed to those program tasks where the time would be expended. <br />Identifying Program Tasks <br />From reviewing the Rent Stabilization and Just Cause Eviction Ordinance, the Work Plan, and the <br />proposed organizational chart provided by the City, we have divided the Rent Stabilization <br />Program into the following service delivery areas: <br /> <br />Service Delivery Area <br />1. Rental Registry – Section 8-3160 <br />2. Enforcement and Compliance <br />3. Notice of Termination of Tenancy/Evictions – Section 8-3121(a)(4) <br /> <br /> <br /> <br />To validate the <br />reasonableness of <br />the Fee Study, <br />100% of the <br />available work <br />hours for all RSP <br />employees were <br />distributed and <br />accounted for, <br />even if it’s not <br />public serving. <br /> <br />
