<br /> <br /> <br />4 <br /> <br />RENT STABILIZATION DIVISION OVERVIEW <br /> <br />The Rent Stabilization Division (“Division”) will administer the Rent Stabilization Program <br />(“Program”).1 The Division and Program will serve landlords and tenants who are covered by the <br />Ordinance by providing rental housing stability, housing affordability, and housing habitability for <br />renters and landlords in the City of Santa Ana. <br /> <br />The Division will be established as a new division in the Community Development Agency <br />(“Agency”). The Agency currently has four divisions: Housing Division, Homeless Services, <br />Economic Development, and Administrative Services. The Renter Protections Division will be the <br />fifth division in the Agency. To date, the Agency has been integrally involved in the development <br />and implementation of the Ordinance. The Agency overall has developed a strong knowledge of <br />the policy foundations and program issues and is well suited to oversee the Division. To <br />implement the services required in the Ordinance, the Division will require paid administrative <br />staff and support functions from consultants and other Departments in the City. The Rent <br />Stabilization Division staff will manage the day-to-day administration and enforcement of the <br />Ordinance, including all the administrative components outlined within this Work Plan. <br /> <br />Functions of the Division <br /> <br />The primary functions of the Division are to: <br /> Promote rental housing stability, housing affordability, and housing habitability for renters. <br /> Protect tenants from unreasonable rent increases and unjust evictions. <br /> Implement, administer, monitor, support, and enforce all the provisions of the Ordinance. <br /> Support the Rental Housing Board to administer their powers and duties including <br />schedule regular meetings at least once each calendar month; conduct hearings on <br />petitions, applications and appeals; promulgate and implement policies and procedures <br />for the administration and enforcement of the Ordinance; and other duties specified in the <br />Ordinance. <br /> Implement, administer, monitor, support, and enforce the policies and procedures issued <br />and approved by staff and the Rental Housing Board. <br /> Protect, enforce, support, educate and publicize: 1) a landlord’s right to receive a fair return <br />on their property through a Fair Return Petition; 2) a landlord’s right to submit a Capital <br />Improvement Petition; and 3) a tenant’s right to submit a Tenant Petition. <br /> Provide the highest level of customer service to the rental housing community including <br />landlords, tenants, real estate brokers, prospective tenants and prospective property <br />owners. <br /> Conduct education and outreach to the community related to the Ordinance. <br /> <br /> <br /> <br />1 Division and Program may be used interchangeably throughout this Work Plan. <br /> <br />Page 65 of 130
