Public Works Agency <br />www.santa-ana.org/public-works <br />Item # 27 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />May 16, 2023 <br />TOPIC: Water Supply Assessment for Cabrillo Town Center Project <br />AGENDA TITLE <br />Adopt a Resolution Approving the Water Supply Assessment for the Cabrillo Town <br />Center Project Located at 1901 East Fourth Street <br />RECOMMENDED ACTION <br />Adopt a resolution approving the Water Supply Assessment for the Cabrillo Town <br />Center project located at 1901 East Fourth Street. <br />DISCUSSION <br />In June 2021, the City of Santa Ana filed its 2020 Urban Water Management Plan <br />(UWMP) (Exhibit 1) with the California Department of Water Resources in accordance <br />with California Water Code Section 10610, et seq., which requires UWMPs to be filed <br />every five years. The UWMP, among its several functions, estimates water supply <br />sufficiency by forecasting the City’s water supply capacity and anticipated consumer <br />water demand to ensure that available water supply will meet or exceed demand. <br />UWMPs are point-in-time estimates that, by nature, cannot fully capture future effects of <br />large changes unknown at the time it was developed. For this reason, California Water <br />Code Section 10910 requires large projects be reviewed individually for water supply <br />sufficiency via a Water Supply Assessment document. The City must concur that <br />adequate water supply exists for residential development projects consisting of 500 <br />dwelling units or more before development may proceed. <br />The proposed development is a mixed-use project that includes commercial space and <br />up to 507 residential dwelling units, and therefore requires a Water Supply Assessment <br />(Exhibit 2). Staff has reviewed the project’s Water Supply Assessment, concluded that <br />the City has adequate supply to service the project upon its completion, and <br />recommends that the City Council adopt a resolution approving the assessment (Exhibit <br />3). <br />This is the first Water Supply Assessment brought for the City Council’s specific review <br />and consideration since the completion of the 2020 UWMP. City staff will evaluate <br />future Water Supply Assessments by adjusting the demand projections of the UWMP
