Thy: City's water system <br />has ar average day demand of about 30 million .gallons (MG) with 45,000 services, it is <br />cornPrised of approxiniately 478 miles of water main, 45 MC of storage at five .(5) sites,.seven <br />(7) MWD connections,. 21 groundwater wells, seven (7) pump stations, four t4j pressure <br />regulating .stations and utilizes two ;(2) pressure zones, <br />The purpose of this R+egijest foe Proposals (RFP) is to solicit on -call consulting and. <br />engineering deign services for per4 and paryfluoroalkyl stabs.ton.cet, .(PFAS) :treatment <br />facilities firorn qualified angineein,g firms. The City . is currently using '[on Exchange (I.X) <br />pressure vessel treatment and will employ this method of .advanced water treatment far PFAS at <br />future sites impacted by the constituent of concern. <br />S. CONSULTANT RESPONSI031LIT'II S <br />The Consultant shall provide all labor, materials, services, and equipment necessary for the <br />services described herein, The Consultant shall possess all Federal, State and local permits, <br />licenses, and approvals necessary ito provide good/service required in the. Scope of Work. <br />The Consultant chosen to provide the engineering design services for the PFAS Ix treatment <br />feicilities must demonstrate famlliarity; know -lodge, and experience in PFAS matters. In addition, <br />the Consultant Shall take into account current and potential future regulation of emerging <br />contaminants identified through the Environmental Protection Agency's Unregulated Contamiriant <br />Monitoring Rule (UCM.R),. the Department of Drin,kino Water Monitoring Orders, and any additional <br />regulations by the California State Water Resources Control Board and the EPA.. <br />C. $COPE OF SERVICES <br />This; City is seeking qualified'Consultants to provide engineering and consulting services for PFAS <br />Treatment System Designs at various potable ground water sites. The Cdiisultant shall be capable <br />of providing all tasks listed in the scope of services, <br />1. PLANNING STUDY AND CONSULTING SERVICES <br />The Consultant shall perform a Planning Study for the City in which the number of wells <br />impacted by PEAS, their location, and areas available for a treatment system(s) and truck <br />access would be examined, The Planning Study would determine how the treatment systems) <br />would be integrated into the City's existing operations, determine if a centralized treatment plant <br />is feaslble for combining wells, provide alternative design options, assess the potential for <br />blending, provide initial support for permitting and develop capital costs associated with <br />potential land acquisition, permitting, pipeline connections and system integration.
