Daisy Ave., M-85 <br />Santa Ana, CA 92703 <br />Reference: Request for Proposals for On -Call Engineering Design Services for PEAS <br />Treatment Systems, RFP No. 22-133 <br />Dear Mr. Fernandez, <br />Tetra Tech is very pleased to provide our proposal for your <br />On -Call Engineering Design Services for PFAS Treatment <br />Systems. In the last four years Tetra Tech has been performing <br />similar PFAS engineering services for public agencies in both <br />Orange and Los Angeles Counties. We are one of only a few <br />firms that have completed the design of six PFAS projects, <br />including the first operating project in Orange County and <br />the largest PFAS Ion Exchange (IX) project in the United <br />States. <br />The Team we are proposing has extensive, local experience <br />developed over the last five years on PFAS projects. <br />Steve Tedesco, PE, our Project Manager has directed each of <br />these projects making sure the Team provides high -quality <br />engineering while meeting project budgets and schedule. Over <br />the last four years our team has developed a large data base of <br />costs on completed projects that can be used to provide cost <br />certainty in this time of rapidly changing prices. <br />To accelerate the schedule and reduce costs, Tetra Tech has <br />developed an implementation strategy that will provide the City <br />of Santa Ana (City) with two separate design teams working <br />under the direction of a single Project Manager and reviewed <br />by a single QA/QC Manager for consistency. Each team <br />includes a Task Leader and key design team members in the <br />following engineering disciplines: <br />■ Civil <br />■ Process/Mechanical <br />■ Structural <br />■ Electrical, Instrumentation & Control <br />■ Water Quality <br />■ 3❑ CAD❑ <br />Each team will also have access to an additional 20 engineers and production staff to use as needed to <br />further accelerate the schedule. Tetra Tech is committing 35 full-time staff with over 90% of them <br />located in Southern California. Our only sub -consultants on the project consist of Leighton Associates <br />for Geotechnical Engineering and Metz Surveying for Site Topographic Survey. We have also included <br />Alan Ludwig of Pascal & Ludwig to assist with cost estimating and constructability review.
