Conduct a public hearing in consideration of the approval and submission of the <br />Housing Authority Annual Plan to the United States Department of Housing and <br />Urban Development. <br />2. Adopt a resolution approving the Housing Authority Annual Plan and authorize the <br />Executive Director of the Housing Authority to submit the Annual Plan to the United <br />States Department of Housing and Urban Development. <br />DISCUSSION <br />The United States Department of Housing and Urban Development (HUD) requires <br />housing authorities that administer a Housing Choice Voucher (HCV) program to have <br />an Annual Plan for the management and operation of the program. The general purpose <br />of the Annual Plan is to advise HUD, program participants, applicants, and members of <br />the public on the Housing Authority’s policies, programs, operations, and strategies for <br />meeting local housing needs and goals. Specifically, the Annual Plan (Exhibit 1) <br />provides information on the following topics: (1) new activities to be undertaken by the <br />Housing Authority in the next year; (2) findings from the most recent Fiscal Year audit; <br />and (3) annual progress the Housing Authority has made in meeting the goals and <br />objectives described in the Five-Year Plan for FY 2020-2025. This Annual Plan is for the <br />fourth year of the Five Year Plan for FY 2020-2025. <br />As required by HUD, three ad hoc Resident Advisory Board meetings were held on <br />February 16, 2023 with HCV participants who receive housing assistance from the <br />Housing Authority. The meetings were conducted in three languages: English, Spanish, <br />and Vietnamese. All active participants in the HCV Program were mailed an invitation to <br />participate on the Resident Advisory Board and the Board provided input for the <br />development of the Annual Plan. The comments from the Resident Advisory Board <br />were incorporated into the Annual Plan. The Santa Ana Housing Authority (SAHA) also <br />conducted a survey of all HCV participants. The survey was mailed to all active HCV <br />participants to complete.
