Public Works Agency <br />www.santa-ana.org/public-works <br />Item # 11 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />February 7, 2023 <br />TOPIC: Trash Enclosure Update <br />AGENDA TITLE <br />Receive and File Trash Enclosure Update <br />RECOMMENDED ACTION <br />Receive and file Trash Enclosure Update informational report. <br />DISCUSSION <br />At the January 17, 2023 meeting, the City Council approved an appropriation <br />adjustment to recognize State of California Resources, Recycling & Recovery <br />(CalRecycle) Senate Bill (SB) 1383 Local Assistance Grant Program grant funds in the <br />amount of $435,450.00 in the PWA Refuse Enterprise. SB 1383 requires <br />implementation of organics recycling by customers that generate a specified amount of <br />organic waste utilizing a separate container. This grant provides funding specifically for <br />SB 1383 program implementation, including personnel for technical assistance and <br />fieldwork, in addition to public education, outreach, and organics equipment. <br />Section 41-623 of the Santa Ana Municipal Code (SAMC) requires trash enclosures as <br />part of new commercial or industrial development, new residential development <br />consisting of three or more units, or when certain specifications are met in the <br />improvement or expansion of existing buildings (Sections 41-681.1 through 41-681.4 of <br />the SAMC). The Planning and Building Agency does not require or enforce the <br />construction of trash enclosures outside of these requirements. <br />CalRecycle does not mandate that all trash and recycling containers be located in a <br />trash enclosure. Public Works Agency (PWA) staff has confirmed that there are no grant <br />funds available for multifamily customers who choose to modify their trash enclosures to <br />accommodate SB 1383 containers. <br />FISCAL IMPACT <br />There is no fiscal impact associated with this action. <br />Submitted By: Nabil Saba, P.E., Executive Director – Public Works Agency
