(9) <br />CITY OF SANTA ANA <br />BACKGROUND <br />Incorporated in 1886, Santa Ana, a Charter City, established a Council -Manager form of <br />government in 1952. The City Council is composed of seven members: the Mayor elected at <br />large and six Councilmembers elected by ward, who appoint the City Manager, City Attorney and <br />Clerk of the Council. The City of Santa Ana (City) is a full -service City with a diverse population <br />of approximately 335,000. <br />The City's eleven departments provide all the traditional municipal services, as well as water <br />utility, library system, 20-acre zoo, City Jail, Police Department, and contracts with the Orange <br />County Fire Authority for provision of fire services. The City employs 1,178 authorized full-time <br />positions and has an annual citywide budget is $646 million, including the General Fund budget <br />of $316 million. <br />The City of Santa Ana is located <br />Los Angeles and 90 miles north <br />County, encompasses an area <br />population in California. <br />II. OVERVIEW OF PROJECT <br />10 miles inland from the Pacific Ocean, 33 miles southeast of <br />of San Diego. The City, which is the county seat of Orange <br />of approximately 27 square miles and is the 11th largest by <br />The City of Santa Ana (City) is seeking proposals from qualified nonprofit organizations <br />(Proposers) to provide food distribution program services as part of the Revive Santa Ana COVID- <br />19 recovery program. <br />Revive Santa Ana is a comprehensive COVID-19 pandemic recovery initiative designed to deliver <br />both short-term and long-term health, financial, educational and other support to the Santa Ana <br />community. It is funded by a federal American Rescue Plan Act allocation of $128.3 million, <br />additional housing funding of $21.5 million, and $10.6 million in federal funds from the state for <br />emergency rental assistance. The Santa Ana City Council approved the latest iteration of the <br />Revive Santa Ana Spending Plan, which outlines the use of these funds for Santa Ana, on August <br />2, 2022. <br />The purpose of this RFP is to award up to $500,000 (minimum $50,000/maximum $250,000 to <br />individual organizations) in federal grant funds to qualified nonprofit organizations that have the <br />expertise and experience in providing food distribution programs for cities similar to the City of <br />Santa Ana and in accordance with Section V ("Minimum Qualifications"). Although not required, <br />the City prefers that Proposers have experience providing said services to City of Santa Ana <br />residents. <br />This is a reimbursement grant opportunity. Organizations awarded grants will need to <br />expend funds in qualified, eligible categories and then request reimbursement from the <br />City with appropriate documentation of expenses. <br />The term "Vendor", "Proposer", and "Contractor" shall refer to any legal entity or entities <br />submitting a proposal in response to this Request for Proposals (RFP). <br />III.
