Public Works Agency <br />www.santa-ana.org/public-works <br />Item # 27 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />February 7, 2023 <br />TOPIC: Outdoor Sports Court Resurfacing <br />AGENDA TITLE <br />Approve Agreement with TrueLine Construction and Surfacing for Outdoor Sports Court <br />Resurfacing Citywide in an Amount Not to Exceed $1,790,290 for a Five -Year Term <br />(General Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute an agreement with TrueLine Construction and <br />Surfacing, Inc., to provide outdoor sports court resurfacing citywide in the amount of <br />$195,988, with an annual contingency of $162,070, for a total agreement amount not to <br />exceed $358,058, for a three-year period beginning February 7, 2023 to February 6, <br />2026, with an option for two, one-year extensions, subject non -substantive changes <br />approved by the City Manager and City Attorney. <br />DISCUSSION <br />As of July 1, 2022, park maintenance functions have transferred from the Parks, <br />Recreation and Community Services Agency to the Public Works Agency. Over the <br />years, there has been a need for an increased level of maintenance services due to <br />vandalism, theft, destruction of plants, and cleanup services in and around park areas. <br />On October 14, 2022, the Public Works Agency released Request for Proposal (RFP) <br />No. 22-123, by which it sought the services to provide citywide outdoor sports court <br />resurfacing. The RFP was advertised on the City's online procurement management <br />and publication system with Proposals due on November 18, 2022. One proposal was <br />received and evaluated by a selection committee based on criteria outlined in the RFP. <br />Staff recommends awarding an agreement (Exhibit 1) to TrueLine Construction and <br />Surfacing to provide outdoor sports court resurfacing in Santa Ana parks based upon <br />the scope of work and selection criteria outlined in RFP 22-23. Their proposal <br />demonstrated the firm has the necessary capacity and expertise to complete the <br />required services. The firm's rates are reasonable and within industry standard and the <br />team qualifications are appropriate for this project. The proposal was determined to <br />provide the best value for the City. <br />
