Public Works Agency <br />www.santa-ana.org/public-works <br />Item # 13 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />January 17, 2023 <br />TOPIC: SB 1383 Grant Funding Recognition <br />AGENDA TITLE <br />Approve Appropriation Adjustment to Recognize Grant Revenue from State of California <br />Resources Recycling & Recovery for Senate Bill 1383 Local Assistance Grant in an <br />Amount not to Exceed $435,450 <br />RECOMMENDED ACTION <br />Approve an appropriation adjustment to recognize State of California Resources, <br />Recycling & Recovery (CalRecycle) Senate Bill (SB) 1383 Local Assistance Grant <br />Program grant funds in the amount of $435,450 in the PWA Refuse Enterprise, State <br />Grant-Direct revenue account and appropriate the same amount to the PWA Refuse <br />Enterprise, Contract Services-Professional expenditure account. (Requires five <br />affirmative votes) <br />DISCUSSION <br />SB1383 mandates organics program implementation by municipalities for all customers. <br />To offset some of the costs associated with this implementation, CalRecycle developed <br />the SB 1383 Local Assistance Grant Program (Exhibit 1). Staff applied and was <br />approved for funding in the amount of $435,450. <br />The grant will provide specific SB 1383 personnel with technical assistance, fieldwork, <br />and management, in addition to public education, outreach, and organics equipment. <br />The City will utilize a third party to assist with SB 1383 program management, <br />implementation, and recycling/edible food program reporting. The City will also launch <br />an SB 1383 organics campaign for residents, multi-family properties, and commercial <br />businesses. The campaign will include educational videos, social media campaigns, <br />and advertisements. Grant funds will be used to provide organics containers for <br />businesses and residents to provide free and easy-to-use containers to increase <br />program participation. <br />FISCAL IMPACT <br />Approval of the requested Appropriation Adjustment will recognize State of California <br />Resources, Recycling & Recovery (CalRecycle) Senate Bill (SB) 1383 Local Assistance <br />Grant Program grant funds in the amount of $435,450 in the PWA Refuse Enterprise,
