Police Department <br />www.santa-ana.org/police <br />Item # 16 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />January 17, 2023 <br />TOPIC: FY 2022 Patrick Leahy Bulletproof Vest Partnership Grant <br />AGENDA TITLE: <br />Approve an Appropriation Adjustment Accepting the FY 2022 Patrick Leahy Bulletproof <br />Vest Partnership Grant <br />RECOMMENDED ACTION <br />Approve an appropriation adjustment recognizing $14,378 in grant revenue from the <br />U.S. Department of Justice Grants and appropriate same to the Bulletproof Vest Grant <br />expenditure account. (Requires five affirmative votes) <br />DISCUSSION <br />The Patrick Leahy Bulletproof Vest Partnership (BVP) was created by the Bulletproof <br />Vest Partnership Grant Act of 1998 and the program is administered by the U.S. <br />Department of Justice, Office of Justice Programs. The BVP program reimburses <br />counties, federally recognized tribes, cities, and local jurisdictions up to fifty percent of <br />the cost of body armor vests purchased for law enforcement officers. Since 1999, the <br />BVP program has provided federal funds to more than 13,000 jurisdictions for the <br />purchase of over one million bulletproof vests. <br />The Santa Ana Police Department recently applied for and has been awarded the FY <br />2022 BVP Program Grant in the amount of $14,378. The BVP grant will facilitate the <br />Santa Ana Police Department’s ability to purchase armor vests for police officers by <br />providing the City with up to fifty percent reimbursement for each vest purchased. The <br />performance period of the grant is April 1, 2022 through August 31, 2024. During the <br />current Fiscal Year 2022-23, the Police Department anticipates purchasing <br />approximately 35 vests, at an estimated cost of $838 per vest, for a total cost of <br />$29,330. Of this amount, the City will be reimbursed $14,378. <br />FISCAL IMPACT <br />Approval of the appropriation adjustment will recognize $14,378 in the Department of <br />Justice Grants, Federal Grant-Direct revenue account (no. 12714002-52000) and <br />appropriate same to the Bulletproof Vest Grant expenditure account (no. 12714411-
