Public Works Agency <br />www.santa-ana.org/public-works <br />Item # 17 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />January 17, 2023 <br />TOPIC: Amend Agreement for On-Call Development Plan Checking Services <br />AGENDA TITLE <br />Amend Agreement with Adams Streeter Civil Engineers, Inc. for On-Call Development <br />Plan Checking Services by an Additional $50,000 Annually for the Remainder of the <br />Agreement Term (Non-General Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute an amendment to the agreement with Adams <br />Streeter Civil Engineers, Inc. for on-call development plan checking to increase the <br />amount by $50,000 annually, for a total annual amount not to exceed $200,000 for the <br />remainder of the term, subject to non-substantive changes approved by the City <br />Manager and City Attorney. <br />DISCUSSION <br />On June 1, 2021, at the conclusion of a competitive bidding process, the City Council <br />awarded a three-year agreement to Adams Streeter Civil Engineers, Inc., with the <br />provision for one two-year renewal option, to provide on-call development plan checking <br />services for the Public Works Agency’s Water Resources Division. Water Resources <br />staff review development applications to determine the impact of proposed <br />developments on the City’s domestic water and sanitary sewer infrastructure, and <br />conditions of approval are prepared to mitigate development impact. This process <br />ensures that the development of public improvements is accomplished in accordance <br />with applicable regulations and meets City standard plans and specifications. <br />Since the initial agreement was awarded in 2021, staff has observed an increased <br />volume of development plan submittals, especially those for large developments. Staff <br />has made an effort to provide greater customer service through improved coordination <br />with developers and other City staff, as well as accelerated turnaround times. For these <br />reasons, staff has exceeded the initial estimation of utilization of the contracted <br />services. Staff recommends amending the agreement with Adams Streeter Civil <br />Engineers, Inc. to increase the annual funding amount for the remainder of the term in <br />order to continue to meet the increased demands and provide outstanding customer <br />service.
