(Requirement <br />§201.6(c)(1)) <br />A: See Introduction below. <br /> <br />The Hazard Mitigation Plan (Mitigation Plan) was prepared in response to the Disaster Mitigation <br />Act of 2000 (DMA 2000). DMA 2000 (also known as Public Law 106-390) requires state and local <br />governments to prepare mitigation plans to document their mitigation planning process, and <br />identify hazards, potential losses, mitigation needs, goals, and strategies. This type of planning <br />supplements City of Santa Ana emergency management planning programs. The City’s first <br />hazard mitigation plan was approved by FEMA on May 10, 2005. <br /> <br />Although the City may face a wide range of potential hazards, FEMA’s hazard mitigation planning <br />requirements focus on natural hazard events. Other hazards are analyzed and discussed in the <br />City’s Emergency Operations Plan. <br /> <br />Q&A | ELEMENT A: PLANNING PROCESS | A4 <br />Q: Does the plan describe the review and incorporation of existing plans, studies, reports, and technical <br />information? (Requirement §201.6(b)(3)) <br />A: See Planning Approach below. <br />Planning Approach <br />The four-step planning approach outlined in the FEMA publication, Developing the Mitigation <br />Plan: Identifying Mitigation Actions and Implementing Strategies (FEMA 386-3) was used to <br />develop this plan: <br />✓ Develop mitigation goals and objectives - The risk assessment (hazard characteristics, <br />inventory, and findings), along with municipal policy documents, were utilized to <br />develop mitigation goals and objectives. <br />✓ Identify and prioritize mitigation actions - Based on the risk assessment, goals and <br />objectives, existing literature/resources, and input from participating entities, mitigation <br />activities were identified for each hazard. <br />✓ Prepare implementation strategy - Generally, high priority activities are recommended <br />for implementation first. However, based on organizational needs and goals, project <br />costs, and available funding, some medium or low priority activities may be <br />implemented before some high priority items. <br />✓ Document mitigation planning process - The mitigation planning process is <br />documented throughout this plan. <br /> <br /> <br /> <br />
