City of Santa Ana Updated Hazard Mitigation Plan <br />January 17, 2023 <br />Page 2 <br />3 <br />1 <br />8 <br />8 <br />Mitigation Planning Team, made up of representatives from the City Manager’s Office, <br />Finance and Management Services, Planning and Building, Police and Public Works <br />Departments as well as Orange County Fire Authority and Santa Ana Unified School <br />District. Six Planning Team meetings were held before issuing the First Draft of the <br />HMP. Through the planning process, the Planning Team developed a Mitigation Actions <br />Matrix that identifies desired and planned projects, including those from existing City <br />plans, including the General Plan and Capital Improvement Program, and reflects the <br />following goals: (1) protect life and property, (2) enhance public awareness, (3) preserve <br />natural systems, (4) encourage partnerships and implementation, and (5) strengthen <br />emergency services. <br />The Planning Team invited the public to participate in the planning process by making <br />the Second Draft Plan available during the plan-writing phase. External agencies were <br />provided an invitation to comment on the Second Draft Plan. Emails were distributed to <br />external agencies and staff on September 1, 2021, containing a link to the Second Draft <br />Plan’s web posting. Emails were distributed to Nixle subscribers and posted on social <br />media on September 9, 2021, including a link to the Second Draft Plan’s web posting. <br />Adoption of the HMP will allow the City to seek mitigation grant funding when funding <br />opportunities become available. In addition, the HMP will be a living document to be <br />reviewed by Planning Team members annually to ensure the Mitigation Actions Matrix <br />is implemented. <br />FEMA issued a letter of Approval Pending Adoption of the updated Plan on September <br />23, 2022, stating that the local jurisdiction’s governing body must adopt the updated <br />Plan prior to FEMA issuing a Final Letter of Approval. Therefore, staff is seeking a <br />resolution adopting the updated Hazard Mitigation Plan. <br />ENVIRONMENTAL IMPACT <br />Pursuant to the California Environmental Quality Act (“CEQA”) and CEQA Guidelines, <br />adoption of this Resolution is exempt from CEQA review pursuant to section <br />15061(b)(3), in that CEQA applies only to projects which have the potential for causing <br />a significant effect on the environment, and staff found that there is no possible <br />significant effect directly related to the Plan. Further, CEQA Guidelines Sections 15262 <br />and 15269 provide additional guidance that the Project is a planning study that does not <br />tacitly approve projects that would otherwise require independent environmental review <br />under CEQA. <br />FISCAL IMPACT <br />There is no fiscal impact associated with this action. <br />EXHIBIT(S) <br />1.
