(Requirement §201.6(c)(2)(ii)) <br />A: See Impact of Flooding in the City below. <br /> <br />Vulnerability of City to Flooding <br />According to the 2021 County of Orange and Orange County Fire Authority, the largest impact to <br />communities in a flood event is the loss of life and property to both private and public entities. <br />Development in the floodplains of Orange County increases the risk of extensive property <br />loss resulting in flooding and flood damage. The type of property damage resulting from flood <br />events is dependent upon the depth and velocity of the floodwaters. Fast moving floodwaters can <br />wash buildings off their foundations and sweep cars downstream. High waters combined with <br />flood debris can damage infrastructure, pipelines, and bridges. <br /> <br />Landslide damage related to soil saturation can cause extensive damage. Water saturation of <br />materials susceptible to loss (i.e., wood, insulation, wallboard, fabric, furnishings, floor coverings, <br />and appliances), in many cases, renders a home unlivable. Flooding impacts businesses when <br />damaged property interrupts operation, forcing closure for repairs, and customer access is cut <br />off. A community maintains economic vitality in the face of flood damage with quick response to <br />the needs of businesses affected by the flood. Response to business damages can include <br />funding to assist owners in elevating or relocating flood-prone business structures. <br /> <br />Impact of Flooding in the City <br />Floods and their impacts vary by location and severity of any given flood event, and likely only <br />affect certain areas of the region during specific times. Based on the risk assessment, it is evident <br />that floods will continue to have potentially devastating economic impacts to the City. Impacts <br />that are not quantified, but anticipated in future events include: <br /> <br />✓ Injury and loss of life <br />✓ Commercial and residential structural damage <br />✓ Disruption of and damage to public infrastructure <br />✓ Secondary health hazards e.g. mold and mildew <br />✓ Damage to roads/bridges resulting in loss of mobility <br />✓ Significant economic impact (jobs, sales, tax revenue) upon the community <br />✓ Negative impact on commercial and residential property values <br />✓ Significant disruption to citizens as temporary facilities and relocations would likely be <br />needed <br /> <br /> <br /> <br /> <br /> <br />
