Mr. <br />Burke has 5+ years of experience in internal auditing, financial analysis, contracts compliance, federal <br />grant monitoring, project database management, and support of system update/modernization. Khiry has <br />lead teams through the Compliance Monitoring life cycle that resulted in quality deliverable submission. <br /> <br />Relevant Experience <br />COVID-19 – New Castle County, DE Coronavirus Relief Fund Grant Management – Mr. Burke led a <br />team in the development of New Castle County Office of Finance’s policy and procedures for recording, <br />reconciling, monitoring, and reporting on Coronavirus Aid, Relief, and Economic Security Act (CARES <br />Act) Fund usage. He conducted interviews with multiple stakeholders within the County to document their <br />processes. Mr. Burke managed a team that resolved potential issues brought forth by the New Castle <br />County’s Internal Audit Department. He assisted in the development of the process to conduct eligibility <br />testing related to Administrative Leave as it pertained to CARES Act Fund usage. <br />Florida Division of Emergency Management (FDEM) – Mr. Burke was responsible for data migration, <br />Quality Assurance and Quality Control (QAQC) reviews, and Request for Reimbursement (RFR) <br />compliance testing for Grant Thornton’s disaster recovery and grants management engagement. He <br />interacted with system interfaces such as the Federal Emergency Management Agency (FEMA) Grants <br />Portal, EMMIE, and Florida PA. He performed cost validations of line items under the regulations of 2 <br />CFR 200 and Proposal & Award Policies & Procedures Guide (PAPPG) to assist subrecipients with the <br />reimbursement process. <br />Texas Lottery Commission – Contract Compliance Monitoring Services – Mr. Burke performed <br />testing and verification of the client vendor data interface system, compliance financial data reports, and <br />application of software change management. Reviewed software change management practices and <br />documentation to ensure adequate quality assurance testing and client acceptance prior to release of <br />software. Performed detailed testing of contract requirements, which included: verification that interfaces <br />were transferred in accordance with the data exchange schedule, accuracy of reporting compliance with <br />service level requirements, software requirement specifications, and data center operations. Executed <br />quarterly testing of primary contract terms for account management and administration including, service <br />management, facilities support services, business continuity, disaster recovery, and training. Developed <br />quarterly testing procedures that addressed high, medium, or low compliance area risks to fully address <br />potential contract related issues. Supported database updates, which contained over 1,000 contract <br />requirements, contract amendments, testing schedules, procedures as well as results/follow-up actions. <br />Developed weekly reports. Supported Project Manager with resource management, revenue forecasting, <br />and client invoice reviews. <br />Texas Department of Transportation (TxDOT) – Enterprise Information Management Strategic <br />Planning Services – Mr. Burke developed the master project schedule through the use of Microsoft <br />Project and monitored progress. Supported the stakeholder interview process of approximately 100 <br />TxDOT employees, which included senior executives. Prepared documents, drafted minutes and <br />conducted analyses. Utilized interview data to develop Tableau Data Visualizations that displayed trend <br />data for additional analysis. Assisted in development of an Enterprise Information Management (EIM) <br />Strategic roadmap, which displayed the proposed timeline of transitioning the department’s legacy <br />systems to an updated system. <br />Texas Division of Emergency Management (TDEM) – Grants Monitoring – Mr. Burke partnered with <br />FEMA personnel as an agent of the State of Texas Department of Emergency Management for federally <br />declared disasters declarations 4223, 4245, 4255, 4269, and 4272. Supported financial management <br />activities for the State Public Assistance program. Assisted with sub-recipient appeals, reviewed <br />procurement of contracts and examined sub-recipient’s support of eligible costs.
