Resolution No. 2022-XXX <br />Page 1 of 3 <br />RESOLUTION NO. 2022-XXX <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA <br />ANA ADOPTING THE ONE WATER ONE WATERSHED PLAN <br />UPDATE 2018, THE INTEGRATED REGIONAL WATER <br />MANAGEMENT PLAN FOR THE SANTA ANA RIVER <br />WATERSHED, AND AUTHORIZING THE SANTA ANA <br />WATERSHED PROJECT AUTHORITY TO SUBMIT PROPOSITION <br />1 IRWM GRANT APPLICATIONS ON BEHALF OF THE CITY OF <br />SANTA ANA FOR THE NEW WASHINGTON WELL PROJECT AND <br />THE SANTA ANA ZOO STORMWATER CAPTURE AND <br />DIVERSION PROJECT <br />WHEREAS, on February 19, 2019, the Santa Ana Watershed Project Authority <br />(SAWPA) Board of Commissioners adopted the One Water One Watershed (OWOW) <br />Plan Update 2018, the Integrated Regional Water Management Plan for the Santa Ana <br />River Watershed, as a planning document outlining a sustainable water future for the <br />Santa Ana River Watershed; and <br />WHEREAS, on September 22, 2022, the SAWPA Board of Commissioners have <br />considered projects for funding under SAWPA’s Round Two funding allocation of Water <br />Quality, Supply and Infrastructure Improvement Act of 2014 (Proposition 1), in which the <br />City of Santa Ana is a participant for the New Washington Well Project and the Santa Ana <br />Zoo Stormwater Capture and Diversion Project; and <br />WHEREAS, as a condition of the grant funding that the City of Santa Ana is a <br />recipient to, the Department of Water Resources and SAWPA require that all local project <br />sponsors also adopt the OWOW Plan Update 2018; and <br />WHEREAS, the Santa Ana Watershed Project Authority (SAWPA) administers <br />Proposition 1 IRWM grant funding for the sole IRWM Region recognized by DWR for the <br />Santa Ana River Watershed Funding Area, which includes North and Central Orange <br />County; and <br />WHEREAS, the City of Santa Ana is a project proponent on the New Washington <br />Well Project and Santa Ana Zoo Stormwater Capture and Diversion Project, both of which <br />have been recommended for Proposition 1 IRWM grant funding. <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Santa <br />Ana as follows: <br />Section 1. The City of Santa Ana hereby acknowledges the OWOW Plan <br />Update 2018 and, as a required condition of receiving grant funding under the Plan, <br />adopts the OWOW Plan Update 2018. <br />EXHIBIT 1
