Community Plan Exemption Checklist <br />City of Santa Ana Gary Avenue Business Park Project <br />aim to avoid and minimize the potential release of hazardous substances. The Orange County Fire Authority <br />(OCFA) is contracted with the City of Santa Ana and would inspect the facility to ensure compliance with <br />proper handling measures identified in the hazardous materials disclosure report and emergency response <br />plan. Therefore, the Project would result in no new impacts related to the accidental upset or release of <br />hazardous materials. <br />c) Emit hazardous emissions or handle hazardous materials, substances, or waste within one -quarter <br />mile of an existing or proposed school? <br />No New Impact. The Project site is not located within the vicinity of a school. The site is located within a <br />commercial and industrial area. As described in the previous responses, Project construction and operation <br />would involve the use and disposal of various hazardous materials. However, all storage, handling, use, and <br />disposal of these materials are regulated by federal state regulations that are implemented by the City. <br />While the Project would involve the use and disposal of various hazardous materials, compliance with federal <br />and state regulations would reduce impacts to a less than significant level and impacts would be consistent <br />with the GPU EIR. Therefore, the Project would result in no new impacts related to hazardous emissions within <br />on -quarter mile of a school. <br />d) Be located on a site which is included on a list of hazardous materials sites compiled pursuant to <br />Government Code Section 65962.5 and, as a result, would it create a significant hazard to the public or <br />the environment? <br />No New Impact. The Phase I Environmental Site Assessment (Appendix H) included database searches to <br />determine if the Project area or any nearby properties are identified as currently having hazardous <br />materials. The record searches determined that the Project site is not located on or near by a site which is <br />included on a list of hazardous materials sites pursuant to Government Code Section 65962.5. Therefore, <br />the Project would not result a new impact related to hazardous materials sites compiled pursuant to <br />Government Code Section 65962.5. <br />e) For a project within an airport land use plan, or where such a plan has not been adopted, within two <br />miles of a public airport or public use airport, would the project result in a safety hazard for people <br />residing or working in the project area? <br />No New Impact. The Project would not expose people residing or working in the Project site to a safety <br />hazard related to an airport. The nearest airport is John Wayne Airport that is located approximately 1.5 <br />miles south of the Project site. The Project site is located outside of the safety zones of the airport. Therefore, <br />the Project would result in no new impact related to airport safety hazards. <br />f) Impair implementation of an adopted emergency response plan or emergency evacuation plan? <br />No New Impact. The Project would include demolition of the existing three office buildings and construction <br />of a new light industrial building. The Project would not result in roadway closure, or other activities that <br />could impact emergency response or evacuation. During short-term construction activities, the proposed <br />Project is not anticipated to result in any substantial traffic queuing on nearby streets, and all construction <br />equipment would be staged within the Project site. During the operational phase of the proposed Project, <br />onsite access would be required to comply with standards established by the City. The proposed Project <br />would provide adequate emergency access to the site via Garry Avenue. Therefore, the Project would result <br />in no new impact related to impairment of an adopted emergency response plan or emergency evacuation <br />plan. <br />g) Expose people or structures, either directly or indirectly, to a significant risk of loss, injury or death <br />involving wildland fires? <br />65 <br />
