Would <br />the project: <br />a) Physically divide an established community? <br />b) Cause a significant environmental impact due <br />to a conflict with any land use plan, policy, or <br />regulation adopted for the purpose of avoiding <br />or mitigating an environmental effect? <br />Summary of Impacts Identified in the GPU EIR <br />❑ ❑ ❑ ❑ <br />❑ ❑ ❑ ❑ <br />The Final Recirculated GPU EIR addressed land use and planning impacts on pages 5.10-1 8 through 5.10- <br />28. The GPU EIR determined that implementation of the GPU would not divide an established community. <br />Additionally, the GPU would be consistent with the Airport Environs Land Use Plan for the John Wayne <br />Airport. Implementation of the GPU would be consistent with the goals of the Southern California Association <br />of Governments' RTP/SCS. Implementation of the GPU would also be consistent with the OCTA Congestion <br />Management Plan. <br />Impacts Associated with the Proposed Project <br />a) Physically divide an established community? <br />No New Impact. The Project would demolish three existing office buildings and construct a new <br />approximately 91,500 square foot light industrial building. The proposed Project would be consistent with <br />the existing land use and zoning designations and would not introduce roadways or other infrastructure <br />improvements that would bisect or transect the Project site or surrounding area. Therefore, the Project would <br />result in no new impact related to dividing an established community. <br />b) Cause a significant environmental impact due to a conflict with any land use plan, policy, or <br />regulation adopted for the purpose of avoiding or mitigating an environmental effect? <br />No New Impact. <br />The Project site has a GPU designation of FLEX-3. The Project would result in a FAR of 0.42, which is less <br />than the maximum FAR of 3.0 allowable in the FLEX-3 designated area. As described in the GPU Land Use <br />Element, the FLEX-3 designation allows for office/industrial flex spaces (such as the Project), R&D, clean <br />manufacturing, and corporate headquarters. The GPU states that adjacent to the 55 freeway, the <br />Industrial/Flex land use designation will promote large-scale office/industrial flex spaces, multilevel <br />corporate offices, and research and development uses in beautiful and creative buildings and spaces. The <br />proposed Project would be consistent with the FLEX-3 land use designation and with the 55 Freeway and <br />Dyer Road Focus Areas, as evaluated in the GPU EIR.
