The GPU <br />EIR discussed that the GPU would generate additional residents that would increase the use of existing park <br />and recreational facilities such that substantial physical deterioration of the facility could occur or be <br />accelerated. The GPU EIR describes that buildout of the GPU would require construction or expansion of <br />recreation facilities that could result in environmental impacts, and although required park fees for <br />development could be sufficient to fund new parks and improvements, there is a lack of available land and <br />lack of land designated as Open Space to develop new parks or expand existing facilities. The City of <br />Santa Ana is essentially built. The GPU EIR includes Mitigation Measure REC-1 to monitor new residential <br />development within the Dyer/55 Fwy focus area would contribute to reducing impacts to existing public <br />parks within a 0.5 radius of the focus area. Compliance with this mitigation measure, regulatory requirements, <br />and implementation of proposed GPU policies and implementation actions would reduce the potential impact <br />of the proposed GPU on existing park facilities. However, the GPU EIR determined that because of the <br />existing park deficiencies and scale of development in park -deficient areas, the impact would be significant <br />and unavoidable. <br />Impacts Associated with the Proposed Project <br />a) Increase the use of existing neighborhood and regional parks or other recreational facilities such <br />that physical deterioration of the facility would be accelerated? <br />No New Impact. As discussed above, the Project would not create an additional need for housing; and <br />would not directly increase the residential population of the City and generate additional need for parkland <br />such that use of existing facilities would increase and physical deterioration would be accelerated. Therefore, <br />the Project would result in no new impacts related to physical deterioration of park facility. <br />88 <br />
