Community Plan Exemption Checklist <br />City of Santa Ana Gary Avenue Business Park Project <br />Parking and Loading Docks <br />Truck loading docks would be located along the south side of the building. The building would include 10 <br />loading dock doors, five loading docks for each tenant. The Project would also 139 standard car parking <br />stalls with 4 accessible, and 2 van accessible spaces that would be located on the northwest and southeast <br />sides of the proposed building. Stalls near the two building entrances would be reserved for clean air <br />vehicles and electrical vehicles in conformance with requirements set forth in CALGreen Building Code Section <br />5.106.5. <br />Infrastructure Connections <br />Water and Sewer. The Project would install new water and sewer lines that would connect to the existing 8- <br />inch water main and 9-inch sewer main in Garry Avenue. In addition, an 8-inch fire water line is proposed <br />underneath the entire length of the onsite drive aisle that would connect the existing 8-inch water main in <br />Garry Avenue. <br />Drainage. The Project would install a new onsite drainage system that would connect to the existing 18-inch <br />drain in Daimler Street. The onsite drainage would convey runoff to biofiltration basins that would treat <br />flows prior to discharge. <br />Off -Site Improvements <br />The Project would remove the existing curb cut for the existing driveway and include two new curb cuts for <br />the two proposed driveways within the Gary Avenue right-of-way. The Project also includes the installation <br />of a new sidewalk along within the Gary Avenue right-of-way along the site frontage. <br />3.2 General Plan and Zoning <br />As discussed above, the GPU's land use designation of the Project site is FLEX-3 with an Interim Development <br />Standard of M-1. The existing land use designation and Interim Development Standard allow for offices, <br />light industrial, and other warehouse uses such as manufacturing, distribution, and assembly. As is further <br />analyzed in this Community Plan Exemption Checklist, the Project is consistent with the existing land use <br />designation and Interim Development Standard, and no changes to these designations are required or <br />proposed. <br />3.3 Operational Characteristics <br />For purposes of this evaluation, the proposed building is assumed to be operational 24 hours a day, 7 days <br />a week, with exterior loading dock area and parking areas illuminated at night. The building is designed <br />such that business operations would be conducted within the building, except for traffic movement, parking, <br />and the loading and unloading of trucks at designated dock doors. <br />3.4 Construction and Phasing <br />Construction activities include demolition and removal of the existing structures, landscaping, and pavement; <br />site preparation; excavation and grading; building construction; paving; and architectural coating. Over - <br />excavation and re -compaction of the site soils would extend at least 7.5 and 3 feet below finished or existing <br />grade (whichever is deeper) within building and pavement/flatwork areas, respectively. <br />Construction activities are anticipated to last approximately 12 months, with the entire Project constructed in <br />one phase. Project construction would occur within the hours allowed by the City's Noise Ordinance, which <br />limits construction noise to between the hours of 7:00 A.M. and 8:00 P.M. Monday through Saturday. <br />Construction activities are prohibited at any time on Sunday or a federal holiday (City of Santa Ana <br />Municipal Code, Section 1 8-314(e). <br />14 <br />
