Danielle Bastarache <br />Deputy Assistant Secretary for <br /> Public Housing and Voucher Programs <br />Sincerely <br /> HUD will obligate 12 months (October 2022 –September 2023) of Housing Assistance Payments <br />(HAP) but will only advance three months of monthly HAP beginning in October 2022. Subsequently, <br />monthly HAP and ongoing administrative fee disbursements will be based on actual HAP expenses and <br />leasing reported in the Voucher Management System (VMS), respectively. If your PHA requires <br />additional HAP funds beyond this schedule, please contact your Financial Management Center (FMC) <br />Financial Analyst. <br /> Should you have questions about this award, please do not hesitate to contact us at <br />NewHCVS@hud.gov. <br />Schedule of Obligations and Disbursements: <br /> In addition, the Department will obligate Special Fees for each individual voucher, from which will <br />advance 100% in a lump sum during the first week in October 2022. <br /> Finally, the FMC will provide your agency with an amended Consolidated Annual Contributions <br />Contract (CACC) that reflects the new incremental vouchers and funding. Your agency must follow <br />applicable Housing Choice Voucher (HCV) program requirements, when administering these vouchers, <br />including the regulations at 24 CFR part 982, and operating requirements set forth in PIH Notices <br />2022-29. For reporting requirement in VMS and FDS, please follow PIH Notice 2021-08 and <br />corresponding REAC Accounting Briefs.
