EXHIBIT C <br />DELHI CENTER RULES AND REGULATIONS <br />The following Rules and Regulations shall be in effect at the Premises. Delhi reserves the right to <br />adopt reasonable modifications and additions hereto. In the case of any conflict between these Rules <br />and Regulations and the Lease, the Lease shall be controlling. <br />1. The City employees, agents, guests, and invitees shall comply with all applicable laws and <br />government rules and regulations. <br />2. No live animals are to be brought onto the Center without the prior written authorization of Delhi, <br />except for service animals. <br />3. The Center is a non-smoking facility. No smoking, including vaping, is permitted inside the <br />facility or in its courtyard at any time. Designated smoking areas are located outside at least 100 <br />feet away from the front door of the Center. <br />4. Illegal drugs are not permitted in or on the Center's property, including parking areas. <br />5. Upon substantial completion of the improvements, tentatively January 2024, the Library shall not <br />be open to the public Saturdays after 2:00 pm, Sundays and legal holidays. Special events and <br />functions will be coordinated by Parties. <br />6. Parties shall meet regularly to coordinate improvements, transitions, programming, and events. <br />Meetings will occur more frequently during improvements and six months after commencement of <br />public operations. Frequency, dates, and times are to be agreed upon at the initial meeting after the <br />execution of the lease and shall not exceed one regularly scheduled meeting per month, or as <br />necessary. <br />7. City will receive one annual rental of the Delhi ballroom space free of charge during regular Delhi <br />hours, and based on availability with thirty (30) days written notice. <br />8. City will have access to the Premises (as identified in Exhibit A) and common areas. Minors in <br />fifth (5th) grade or below must be accompanied by a parent, guardian, or family member in ninth <br />(9th) grade or above. <br />9. City shall not allow the number of employees, agents, guests, and invitees to exceed the maximum <br />number allowed for such Area as set forth by the number permitted under government regulations. <br />10. Parking is only allowed in designated areas. The Center driveway is to be used for loading and <br />unloading only. <br />11. The lobby, hallways and courtyard shall not be obstructed by the City or used by it for any <br />purpose other than for ingress to and egress from their respective Premises. City will request in <br />writing approval to place objects in common areas. <br />12. The City will abide by all rules set forth by waste collection provider, Republic Services when <br />disposing of waste. City will be responsible for reimbursing Delhi for penalty charges assessed by <br />waste collection provider for overflowing trash bins, or other violation when caused by City. <br />11/10/2022 <br />
