EXHIBIT “D” <br />AMERICAN RESCUE PLAN ACT FINDINGS <br />The Purchase Price includes the use of American Rescue Plan Act funds that pursuant to 31 C.F.R. Section <br />35.6(b)(3)(ii)(A)(11) should be for “A program, service, capital expenditure, or other assistance that is <br />provided to a disproportionately impacted household, population, or community” that meets the following <br />purpose(s): <br />iii) Investments in communities to promote improved health outcomes and public safety such as <br />parks, recreation facilities, and programs that increase access to healthy foods. <br />The proposed park/open space for which this parcel is being acquired has total capital expenditures of <br />greater than or equal to $1 Million, but less than $10 million has the following written justifications: <br />The proposed park/open space was detailed as Project 22-1342: Addition of Park/Open Space – Site <br />Acquisitions, Expenditure Category: 2.22, Strong Healthy Communities: Neighborhood Features that <br />Promote Health and Safety in The City of Santa Ana 2022 Recovery Plan Performance Report. <br />The project goal is to purchase additional open space for the 10th/Flower Properties for the development of a <br />park with Outcome Measures to create additional open space that promotes health and safety. <br />Project 22-1342 is in Qualified Census Tract 750.02 and was identified as providing Services to <br />Disproportionately Impacted Communities (EC 3) to allow the addition of a park/open space area that will <br />consist of an expansion of green space and allow for healthy activities for our community members to <br />participate in; and would improve the health and wellbeing of residents through exercise and activity.
