1. That the proposed development plan is consistent with and will <br />further the objectives outlined in Section 1.2 for the MEMU overlay <br />district. <br />The proposed development project will be compatible with <br />Section 1.2 (Objectives) of the Metro East Overlay zone. The <br />proposed project will contain up to 260 residential units <br />(including four live/work units) and approximately 6,600 sq. <br />ft. of commercial uses. The project design incorporates an <br />active streetscape that integrates the private development <br />with the public realm. The project meets several General <br />Plan goals and policies, including Land Use Element Goal 1 <br />(promote a balance of land uses to address basic community <br />needs), Goal 2 (promote land uses which enhance the City's <br />economic and fiscal viability), and Housing Element Policy <br />HE-2.3 (encourage the construction of rental housing for <br />Santa Ana's residents and workforce, including a <br />commitment to very low, low, and moderate income <br />residents and moderate income Santa Ana workers) and <br />Policy HE-2.5 (require excellence in architectural design <br />through the use of materials and colors, building treatments, <br />landscaping, open space, parking, and environmentally <br />sensitive ("green") building and design practices). <br />2. That the proposed development plan is consistent with the <br />development standards specified in Section 4 of the MEMU overlay <br />district. <br />The project complies with the majority of development <br />standards enumerated in the MEMU regulating plan, with the <br />exception of required parking and side yard setback, which <br />are analyzed through the variances. <br />3. That the proposed development plan is designed to be compatible <br />with adjacent development in terms of similarity of scale, height, <br />and site configuration and otherwise achieves the objectives of the <br />Design Principles specified in Section 5 of the MEMU overlay <br />district. <br />The proposed development consists of a seven -level project <br />surrounded by several existing mid and high-rise buildings <br />and has been designed to complement these developments. <br />It supports the vision of the MEMU plan with the construction <br />of a high -density mixed -use development in close proximity <br />to similar residential uses and supportive commercial uses. <br />The project incorporates a variety of architectural materials, <br />massing and ground floor uses that are compatible with the <br />MEMU plan. It encourages a reduction in parking to reduce <br />construction cost and emissions and to foster alternative <br />Resolution No. 2018-038 <br />Page 2 of 10 <br />
