EXHIBIT 3 <br />Resolution No. 2022-XX <br />Page 1 of 3 <br />RESOLUTION NO. 2022-xx <br />A RESOLUTON OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA DIRECTING AND <br />AUTHORIZING A CEREMONIAL STREET NAME <br />OF HELEN M. SHIPP WAY ALONG WILLITS <br />STREET FROM FAIRVIEW STREET TO BRISTOL <br />STREET, AND THE CEREMONIAL NAMING OF <br />THE INTERSECTION OF WILLITS STREET AND <br />RAITT STREET TO BLACK HISTORY SQUARE <br />WHEREAS, the City of Santa Ana (hereinafter referred to as the “City”) is a charter <br />city and municipal corporation duly organized and existing pursuant to and under the <br />provisions of the laws of the State of California; and <br />WHEREAS, on August 2, 2022, the City Council for the City of Santa Ana approved <br />Ordinance No. NS-3024 (“Ordinance”) to recognize outstanding individuals who have <br />made a significant impact on their community through the commemorative or honorary <br />naming of streets or intersections; and <br />WHEREAS, the Ordinance, which amended Chapter 33 of the City’s Municipal <br />Code, detailed the application process including the procedures, fees, and details for <br />when and how said procedures and fees may be waived by the City Council; and <br />WHEREAS, Helen M. Shipp and her family legacy have made a profound and <br />lasting cultural impact on the neighborhood they called home, the City of Santa Ana for <br />over five generations by creating community events, including the Black History Parade, <br />for African American culture to thrive in and advance equality for all; and <br />WHEREAS, since it was founded in 1980, to celebrate Black History Month, the <br />Black History Parade, which began with her family, quickly grew to upwards of 20,000 in <br />attendance during its tenure in the City of Santa Ana due to her advocacy for the African <br />American community to be recognized for their significance within the City and the impact <br />it created for African American people living in Santa Ana; and <br />WHEREAS, the first procession of the Black History Parade in Santa Ana took <br />place on Raitt Street near the intersection of Raitt Street and Willits Street; and <br />WHEREAS, Councilmember Hernandez initiated a request to honor the legacy of <br />Helen M. Shipp to recognize the lasting cultural impact she and her family brought to the <br />City of Santa Ana; and
