Public Works Agency <br />www.santa-ana.org/departments/public-works/ <br />Item # 11 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />November 15, 2022 <br />TOPIC: Award Blanket Order Contract for Water Quality Testing Supplies <br />AGENDA TITLE: <br />Award a Blanket Order Contract to Pacific Star Corporation for Water Quality Testing <br />Supplies, Materials, and Equipment in an Annual Amount of $130,000 (Specification No. <br />22-118) (Non-General Fund) <br />RECOMMENDED ACTION <br />Award a blanket order contract to Pacific Star Corporation for water quality testing <br />supplies, materials, and equipment for an annual amount not to exceed $130,000, for a <br />one-year term beginning November 15, 2022 and expiring November 14, 2023, with <br />four one-year renewal options, subject to non-substantive changes approved by the City <br />Manager and City Attorney. <br />DISCUSSION <br />The Public Works Agency’s Water Resources Division oversees the operation of 21 <br />City-owned wells, seven pumping stations, 50 water quality monitoring stations, 10 <br />storage reservoirs, and over 480 miles of water pipeline. The Water Resources Division <br />is committed to providing safe and reliable drinking water to more than 45,000 <br />customers and over 334,000 consumers, and conducts extensive sampling and testing <br />to ensure the water meets all water quality standards. <br />In 2021, staff collected 12,543 water samples at various sampling points in the water <br />system. The City’s drinking water meets all U.S. Environmental Protection Agency and <br />State drinking water health standards. Water Quality and Water Production staff rely on <br />the availability of water quality testing materials, supplies and equipment to ensure <br />compliance with water quality regulations. <br />The Notice Inviting Bids was advertised on September 9, 2022, on the City’s online bid <br />management and publication system. One bid was received, opened, and evaluated on <br />September 29, 2022. The bid received from Pacific Star Corporation is responsive to <br />the specification and meets the City’s requirements.
