Homeless Housing, Assistance, and Prevention Round 4 Application <br />November 15, 2022 <br />Page 2 <br />3 <br />0 <br />5 <br />7 <br />•Reducing the number of persons experiencing homelessness; and <br />•Increasing successful placements from street outreach. <br />As a condition to receive funding through the HHAP Program, local governments are <br />required, by November 29, 2022, to submit an application, or draft an application that <br />has been agendized at a regular meeting of the governing body for public <br />comment. The City is waiting for both the funding amount to be released by Cal ICH and <br />for the CoC to provide the required data to finalize the application. The draft application <br />is included as Exhibit 1. Once information is received, the City will finalize the <br />application. <br /> <br />Because the application is due to the State prior to receiving all information, the City <br />drafted the HHAP-4 application using information from the local homelessness action <br />plan and the HHAP-3 application as a tool to respond to the required templates. The <br />planned investments of HHAP- 4 is consistent with the HHAP-3 funding. Resources will <br />help drive the progress toward addressing homelessness and responding to the needs <br />within the City. The City’s draft HHAP-4 application funds the operation and future <br />purchase of the Navigation Center, street outreach and engagement services, <br />administration oversight, and the delivery of permanent housing for youth and <br />seniors. Housing assistance for youth, and the fastest growing demographic of people <br />experiencing homelessness - those over the age of 55 years - will be accomplished by <br />partnering with the Santa Ana Housing Authority on an allocation to pair project-based <br />and tenant-based vouchers with an allocation of HHAP Round 4 funds for landlord <br />incentives and wrap-around supportive services. <br />FISCAL IMPACT <br />There is no fiscal impact associated with this item. However, staff will return to City <br />Council once the application is approved and funding amounts are available to <br />appropriate. <br /> <br />EXHIBIT(S) <br />1.
