Proposal for <br />Various Environmental Services <br />#114OW$ Page 27 <br />August 1, 2022 <br />Type: Category I <br />Client: Southern California Edison (SCE) <br />Disclaimer: Mr. Toosi was the senior engineer of <br />this project at his previous role as the vice president <br />of Rubicon Engineering Corporation. <br />Project Involvement: 2017-Nov 2021 <br />Project Description: Land divestiture, even more <br />than land acquisitions, exposes clients to long term <br />potential environmental liabilities. For retirement of SCE's Bristol Substation, which is located within <br />the City of Santa Ana's Bristol Street Corridor Specific Plan (BSCSP), Mr. Toosi's team was hired for <br />conducting initial environmental site assessments (ESAs). The objective of our work was to identify any <br />Chemicals of Potential Concern (COPCs) that may have originated from SCE's historical operations, <br />delineate the extent of the impact, and remediate the Site consistent with the City of Santa Ana's future <br />use standards and other pertinent regulatory protocols and guidance documents. Our Phase I ESA report <br />identified potential Recognized Environmental Conditions (RECs) that were attributed to polychlorinated <br />biphenyls (PCBs), fuel -related petroleum hydrocarbons and volatile organic compounds (VOCs), and loss <br />of mercury from the switches. Therefore, we planned for conducting additional site assessment and soil <br />and soil vapor sampling at the Site. The Department of Toxic Substances Control Board (DTSC) was the <br />oversight agency for this project. In 2020, we completed the Site characterization and delineated the area <br />that was impacted by arsenic, lead, and PCBs. Our team developed the grading plans and managed the <br />soil remediation by excavation activities. Upon completion of the remediation, the DTSC requested a <br />Preliminary Endangerment Assessment (PEA) report to be prepared and submitted to the agency for Site <br />closure. Mr. Toosi was the professional engineer who reviewed and stamped the PEA, which was <br />submitted to the DTSC for final review. During this project, our team communicated every step of the <br />work with the City of Santa Ana to ensure the BSCSP is not impacted by the investigation and <br />rampdiatinn uinrlr <br />Key Personnel: Mr. Toosi was the senior <br />engineer and Dr. Robles was the risk <br />assessment expert of this project. <br />Figure 3: Soil Excavation at SCE's Facility, <br />Under Mr. Toosi's Supervision <br />0 A -Tech Consulting, Inc. <br />
