0 <br />Proposal for <br />Various Environmental Services <br />Page 38 <br />August 1, 2022 <br />usually takes up to 10 business days, but we can expedite the process by paying the expedited fees, if <br />needed. <br />We will notify the Underground Service Alert (USA Dig Alert) at least 48 hours prior to any field <br />mobilization, so utilities may mark their subsurface conduits on and adjacent to the Site. A geophysical <br />survey will be conducted at the subject property to determine the location, if any, of subsurface utility <br />conduits where soil borings will be advanced. The locations of the soil borings will be placed away from <br />any subsurface conduits marked by USA or located by the private subsurface location company hired by <br />A -Tech. The boring will be marked by white paint, visible for USA and the geophysical crew. <br />A -Tech prepares the scope of the work that will be performed by subcontractors (drillers, geophysics, <br />and laboratories) and requests three subcontractors to bid on. A -Tech recommends the most qualified <br />subcontractor to the City for approval. A -Tech enters into a subcontract agreement with the selected <br />contractor and requires the subcontractor to fulfill the insurance requirements of the City and A-Tech's <br />stringent health and safety requirements. <br />Work Plan Implementation <br />Prior to starting the field work, the City and appropriate regulatory oversight agency will be notified in <br />case inspection is required. A copy of the work plan and health and safety plan will be available on the <br />field. All subcontractors will be required to follow health and safety requirements including their own <br />and any requirements imposed by the City. Daily health and safety briefing will be performed prior to <br />any field work. Daily progress reports will be sent to the City's designated project manager. The <br />laboratory results will be on normal turnaround time, which is 5 days. <br />Data Evaluation and Reporting <br />Upon receipt of analytical data, A -Tech performs an evaluation and interpretation of the data in the <br />context of the regulatory screening levels and guidance provided by the EPA, DTSC, and Santa Ana <br />RWQCBs. The findings determine which of the following course of action is required: <br />"No further action needed; in which case the report will request site closure; Additional <br />investigation is needed to further delineate the extent of Chemicals of Potential Concern <br />(COPCs); or Investigation is completed but remediation is required. " <br />A -Tech prepares a draft report for review by the City and after addressing the comments, the report is <br />suitable for submitting to the regulatory agencies. If further assessment is recommended or remediation is <br />warranted, a cost proposal will be prepared and accompany the recommendations. Potential responsible <br />parties (PRPs) for contamination will be determined and we will discuss viable options for incurring the <br />cost from the PRPs. <br />The detailed cost estimate for the Phase II ESA of Former Arco Gas Station is <br />provided in Table E of the sealed fee proposal envelope. <br />Ow A -Tech Consulting, Inc. <br />
