UNDERSTANDING SCOPE OF SERVICES <br />P2S INC. <br />CITY OF SANTA ANA PUBLIC WORKS <br />ARC FLASH ANALYSIS & ELECTRICAL SAFETY PROGRAM <br />UNDERSTANDING SCOPE OF SERVICES <br />The following will be our methodology and approach in executing the proposed Arc Flash Analysis project: <br />GATHERING INFORMATION S PROVIDING RECOMMENDATIONS <br />P2S team will review available record drawings, single line diagrams related to existing site and building <br />systems that are provided as part of the RFQ to determine the project's existing conditions pertaining to the <br />scope of work. A detailed site investigation will then be performed with Hampton Tedder Electrician and Santa <br />Ana Public Works staff to verify all existing site conditions, circuit breaker settings, fuse ratings and check for <br />inconsistencies with code requirements and the aging of any equipment prior to commencing any assessment. <br />All project scope associated equipment like panelboards, switchboards, motor control centers, associated <br />equipment will be surveyed and feeder lengths will be estimated based on engineering judgment and field <br />verification. P2S will coordinate shut down requirement and possibilities with the City staff and utility before <br />the site survey. <br />MODELING AND ANALYSIS <br />P2S team will gather all the information surveyed from the site visit and prepare single line diagrams in <br />ETAP and AutoCAD showing all the information requested in the RFQ. The modeling process can be done <br />simultaneously while the site visits are conducted to expedite the process. P2S will also coordinate with the <br />City to obtain utility contribution information for each site. We understand that obtaining this information may <br />take longer and P2S will work closely with the City account representative and staff to expedite the process. <br />Once the electrical calculation model is completed and finalized, P2S will perform Short Circuit/Coordination <br />and Arc Flash study of all investigated electrical equipment using the created model. This will include preparing <br />time current curves, performing selective coordination for all electrical equipment, calculating incident energy <br />and arc flash boundaries. <br />Based on the short circuit study, P2S will provide a report showing the existing interrupting ratings of all the <br />equipment and provide recommendations for any upgrades required to the system. <br />Based on the coordination study, P2S will provide a report showing the time current curves for all the electrical <br />equipment and provide recommendations for any settings that will need to be changed to achieve desired <br />coordination between overcurrent protective devices in the system. <br />Based on the arc flash study, P2S will provide a report showing the incident energy levels, arc flash boundaries, <br />approach distance, and the required PPE to operate the equipment. 3"x6" Vinyl Arc Flash labels will be <br />provided per IEEE 1584-2018. Labels will contain all information required by Code and RFQ. <br />P2S will prepare as -built ETAP and AutoCAD single line diagrams and provide a copy to the City staff for future <br />use. <br />An NFPA 70E training to maintenance, facilities and other affected staff will be provided on how to interpret the <br />Arc Flash labels. A custom safety program compliant with the current NFPA 70E code will be provided. <br />P2S recognizes that each client and each project have their specific requirements. As such, we will work <br />closely with the City staff to understand the issues before developing workable and cost-effective solutions. <br />Recommended approaches and solutions will be discussed with the staff throughout the study and design <br />phases. P2S will participate in the City staff's meetings and provide updates of the project. <br />11 <br />
