Authorize the City Manager to execute an agreement with the State of California - <br />Office of Traffic Safety for the Selective Traffic Enforcement Program, for a one-year <br />period beginning October 1, 2022 through September 30, 2023, in an amount not to <br />exceed $580,000, subject to non-substantive changes approved by the City Manager <br />and City Attorney. <br />2. Approve an appropriation adjustment accepting $580,000 in the Office of Traffic <br />Safety, Federal Grant-Indirect revenue account (no. 16514002-52001) and <br />appropriate same to the Selective Traffic Enforcement Program expenditure account <br />(nos. 16514414-various). (Requires five affirmative votes) <br />DISCUSSION <br />The Santa Ana Police Department has been awarded $580,000 in grant funding from the <br />State of California, Office of Traffic Safety (OTS) under the Selective Traffic Enforcement <br />Program (STEP). This one-year agreement covers the program period from October 1, <br />2022 through September 30, 2023. The goal of OTS STEP is to reduce the number of <br />fatalities and injuries in crashes involving alcohol, drug, speed, red-light violations, <br />distracted driving, and other primary collision factors. To accomplish these goals, the <br />program will fund both education and enforcement activities. <br />The enforcement activities will follow proven “best practice” strategies and will be <br />conducted on an overtime basis. The funded strategies will include Driving Under the <br />Influence (DUI) checkpoints, DUI saturation patrols, as well as DUI enforcement <br />operations in collaboration with neighboring cities to apprehend impaired drivers. The <br />program will also concentrate on bicycle/pedestrian safety, speed violations, aggressive <br />driving, and seat belt enforcement.
