Community Development Agency <br />www.santa-ana.org/cd <br />Item # 25 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />October 4, 2022 <br />TOPIC: Rent Stabilization and Just Cause Eviction Ordinances <br />AGENDA TITLE: <br />Adoption of Ordinance amending the Rent Stabilization and Just Cause Eviction <br />Ordinances <br />RECOMMENDED ACTION <br />Approve first reading of the Ordinance amending the Rent Stabilization and Just Cause <br />Eviction Ordinances. <br />DISCUSSION <br />On September 6, 2022, City Council adopted the Long-Term Implementation Plan for the <br />Rent Stabilization and Just Cause Eviction Ordinances (Exhibit 1). City Council also <br />authorized the City Manager and City Attorney to begin drafting amendments to the Rent <br />Stabilization and Just Cause Eviction Ordinances based upon the Long-Term <br />Implementation Plan. Following this direction, the redline version of the amended <br />Ordinance is attached to this Staff Report as Exhibit 2. [The Rent Stabilization Ordinance <br />and Just Cause Eviction Ordinance were previously two separate Ordinances in the <br />Santa Ana Municipal Code. For the sake of convenience, the Ordinances have been <br />combined into one as the “Rent Stabilization and Just Cause Eviction Ordinance”.] <br />The amendments to the Ordinance adheres to the Long-Term Implementation Plan and <br />the direction by City Council at the September 6, 2022 meeting. At the September 6, 2022 <br />meeting, City Council directed staff to: <br />1. Revise the Rental Housing Board composition. <br />2. Rental Registry Fee: <br />a. Keep the rental registry fee as low and lean as possible; present all options in <br />the Fee Study; supportive of 50% pass through to tenants. <br />3. Add voluntary mediation: <br />a. Incorporate some form of voluntary mediation into the ordinance only at the <br />request of tenants or landlords.
