Proposal to Provide Water, Sewer, and Public Works Grant Writing Services <br />33 <br /> <br /> <br />John Robinson, PE, F.ASCE <br />Mr. Robinson has more than 25 years of experience in <br />engineering, construction management, project <br />leadership/project management, operational/fiscal <br />management and market sector strategy development <br />focused most recently on recycled water programs and <br />infrastructure. Mr. Robinson’s experience encompasses a <br />variety of wastewater engineering, water reclamation and <br />planning projects. The clients he has provided services to are <br />mostly municipalities and cities in Southern California and <br />Arizona. <br />Mr. Robinson provides technical direction and project oversight <br />for the development of public infrastructure that includes <br />pipelines, pumping stations, reservoirs, hydraulic structures, <br />recharge basins, and wells. His technical expertise ranges <br />from master planning and program management to final design <br />and construction implementation. As a project manager, he <br />has on numerous occasions successfully led my project teams <br />to complete the work within the project budgets and time <br />schedules and with a high degree of responsiveness to the <br />clients. <br />Relevant Experience <br />Strengths include client and project management, development of strategic marketing <br />plans/business development, leadership of staff, staff mentorship and guidance, verbal/written <br />communications along with fiscal analysis and financial management. <br />City of Long Beach Grant Writing Services, Long Beach, Ca - John has been working with <br />ESS on developing funding strategies and grant applications as needed that included <br />Reclamation, SWRCB, and Title XVI. <br />Water Replenishment District, Los Angeles, CA - John has been assisting ESS on <br />developing funding strategies for the new Reclamation – Title XVI PFAS treatment funding. <br />Chino Basin Water Conservation District, Chino, CA – John has been working with ESS and <br />has been responsible for funding over $1 million for District’s key project. <br />Central Municipal Basin Water District, CA – As the District’s Engineer, John has been <br />leading ESS’s efforts for developing a funding strategy and preparation of funding applications. <br />Easter Municipal Water District - John has been leading ESS’s efforts for preparation of a <br />SRF application on behalf of the District. <br />Recycled Water Master Plan – City of Santa Ana, CA - John was a team member for <br />preparation of the RWMP that was partially funded by SWRCB. <br />Whittier Narrows Water Recycling Project Phase IIA-Pipeline and Pump Station <br />Project Manager responsible for the expansion of the Upper San Gabriel Valley Municipal Water <br />District’s recycled water system.
