SCOPE OF SERVICES & SCHEDULE <br /> <br /> <br />TPA advocates will utilize a strategic and comprehensive approach to initiate, develop, and carry <br />out effective strategies to influence funding activities and opportunities to lobby on behalf of <br />clients’ priority projects. This approach includes, but is not limited to: <br />• Conducting a detailed orientation <br />• Crafting a Strategic Funding Plan <br />• Identifying, Researching, and Monitoring Grant Funding Opportunities <br />• Developing and Submitting Grant Applications by utilizing the following process: <br />o Establishment of Clear Accountabilities: <br />o Providing Overview of Full Application Requirements <br />o Assembling Project Background and Details <br />o Drafting Written Proposal <br />o Incorporating Feedback to Finalize Proposal <br />o Submitting Completed Application <br />• Performing Funding Advocacy across various channels <br />o State legislative and budget processes <br />o State bond measures <br />o Federal infrastructure funding and community project requests <br />• Providing monthly progress reports <br />• Being available for client conference calls, in-person briefings, and meetings <br /> <br />To effectively lobby on behalf of the Agency’s funding priorities, TPA will leverage the following <br />relationships: <br />STATE GOVERNMENT <br /> <br />• Agency Legislative Delegation: <br />o Senator Tom Umberg <br />o Assembly Member Tom Daly <br /> <br />• Governor’s Administration and Agency <br />Leadership: <br />o Governor Gavin Newsom <br />o Lieutenant Governor Eleni Kounalakis <br />o State Treasurer Fiona Ma <br />o State Controller Betty Yee <br />o Attorney General Rob Bonta <br />o Superintendent of Public Instruction <br />Tony Thurmond <br />o Secretary Wade Crowfoot, Natural <br />Resources Agency <br />o Secretary Toks Omishakin, California <br />State Transportation Agency <br />o Secretary Jared Blumenfeld, California <br />Environmental Protection Agency <br />o Secretary Lourdes Castro Ramirez, <br />Business, Consumer Services, and <br />Housing Agency <br />o Director Karla Nemeth, California <br />Department of Water Resources <br />o Director Eileen Sobeck, State Water <br />Resources Control Board <br />▪ Sean Maguire, Board Member <br />o Director Armando Quintero, Department <br />of Parks and Recreation <br />o Director Karla Nemeth, Department of <br />Water Resources <br />o Director Gustavo Velasquez, Department <br />of Housing and Community Development <br />o Air Quality Management District <br />o Mobile Source Air Pollution Reduction <br />Review Committee
