Community Development Agency <br />www.santa-ana.org/cd <br />Item # 23 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />September 6, 2022 <br />TOPIC: Agreement with Orange County Conservation Corps <br />AGENDA TITLE: <br />Approve agreement with Orange County Conservation Corps as a subcontractor to the <br />Californians for All Youth Workforce Program. <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute an agreement with Orange County Conservation <br />Corps in an amount of $1,499,087 for a period from September 6, 2022 to May 1, 2024, <br />subject to non-substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The Californians for All Youth Workforce Program is a Governor’s initiative administered <br />by California Volunteers in partnership with cities across California. The purpose of the <br />initiative is to increase youth employment, develop youth interest in and experience <br />towards a career in public service and to strengthen city capacity to address key areas of <br />climate, food insecurity, and local COVID-19 recovery. <br />The grant will target youth between 16-30 years of age, with priority given to youth who <br />meet two or more of the following: have not participated in an AmeriCorps program, may <br />have difficulty finding employment, are low income, unemployed and/or out of school, <br />were justice involved, are in or transitioning from foster care or engaged with the mental <br />health or substance abuse system. <br />The Orange County Conservation Corps serve at-risk young adults through employment, <br />training and educational programs that build self-sufficiency and benefit the community <br />through conservation-driven projects. They have almost thirty years of history working <br />with at risk adults in conservation and community service projects. <br />Under the agreement, the Corps will serve 80 youth age 18-30 in paid work experience <br />in three areas: food insecurity, climate resilience and COVID-19 recovery. Averaging 29 <br />hours per week, the youth will work at local area food banks unloading trucks, packaging <br />boxes, delivery and distribution of food to locations throughout the county. They may also <br />work on county and city projects in clearing brush from trails, creeks or riverbanks and <br />other fire fuel reduction removal efforts to promote climate resilience.
